Description
The Naval Medical Logistics Command intends to negotiate on a sole source basis IAW FAR 13.106-1 with BioMerieux, Inc., 100 Rodolphe Street, Durham, NC 27712-9402 as the only responsible source that can provide a full service maintenance contract for Vitek 2 Compact 20 Analyzer. This acquisition is being conducted under the FAR 13.106, only one responsible source. Provisions and clauses in effect through Federal Acquisition Circular 2005-67 are incorporated. The USNS MERCY (T-AH 19) has a requirement for a full maintenance service contract for their Vitek 2 Compact 30 Analyzer. The vendor shall be qualified to service the Vitek 2 Compact 30 Analyzer, and shall be capable of activating and deactivating the equipment before and after, respectively, the ship's deployment. The activation of the equipment includes providing all parts and service required to return the equipment to fully operating status, and shall include a complete inspection, calibration and testing. The vendor shall be capable of performing the activation service within 72 hours of notice. The deactivation of the equipment includes performing all work necessary to the device to prepare it for long-term storage. Items being purchased in this acquisition: full service maintenance contract on Vitek 2 Compact 30 Analyzer, installed onboard the USNS MERCY. This contract will be for a base year plus four option years estimated at $73,251.34. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System 811219 with a Small Business Size Standard of $19.0M Dollars. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable contractor for providing maintenance services is BioMerieux, Inc. Submit email capability statements shall be submitted by email only as a MS word or Adobe PDF attachment to Rebecca.Wisner@med.navy.mil. Statements are due not later than 1:00 P.M. EST on 20 Aug 2013. No phone calls accepted.
