Description
The Naval Medical Logistics Command intends to award a sole source contract under the authority of FAR Part 6.302-1 to DecisionQ Corporation, for the renewal of annual site licenses, in support of the Naval Medical Research Center's (NMRC) Regenerative Medicine Dept. This is an Annual Minimum Site License for Specified Sites for Faster Analytics Full Suite license for a period of 6 months, with one 6-month renewal option. The software license includes all modules of Faster Analytics, all users in sites-unlimited users, and maintenance and support plus supplemental user support for two sites. This software license for DecisionQ Faster Analytics Full Suite is a continuance of the existing annual service. DecisionQ Corporation is the only company that provides the annual minimum site license for the DecisionQ Faster Analytics Software Full Suite. NMRC requires software to perform machine-learning Bayesian networks in high-dimensionality data sets, as many research activities generate very complex data sets that are not amenable to classical statistical analysis. The current software package was customized to fit the needs of NMRC, which developed unique insights and automated systems for research in the Regenerative Medicine Dept. DecisionQ Corporation does not sell its proprietary technology, but does license components to facilitate the implementation of their predictive statistical products. The annual minimum site license was developed specifically for this unique software by DecisionQ, and continuation of its use is critical to the continuity and consistency of ongoing research. This software has the unique ability to predict future outcomes when examining data sets, as opposed to most analytical software packages which simply use data to describe the past. The Faster Analytics software has been used to: (1) develop new models for risk stratification in cervical cancer, enhancing ability to identify at-risk women early; (2) combine extensive knowledge of gene function with advanced microarray techniques and develop novel techniques for promoter arrays; (3) better understand how specific genetic markers combine to predict certain diseases; (4) effectively assist researchers in ascertaining how effective diagnostic tests are in predicting diseases when combined with additional demographic or medical factors; and (5) better understand which factors lead to medication errors in healthcare institutions. There are no set-aside restrictions for this requirement. The intended procurement will be classified under the North American Industry Classification System (NAICS) code 541511 (custom computer programming services). This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data, including cost, sufficient to determine capability. All capability statements received by the closing date of this synopsis will be considered by the Government. The closing date for this synopsis is 20 August 2013. A determination by the Government not to compete based on response to this notice is solely at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as an MS Word file or Adobe pdf attachment to Sharon.leathery@med.navy.mil by the Notice closing date. No phone calls will be accepted.
