Description
NSN: Not Applicable. P/N: Not Applicable. Intended Source: This Contractor Logistics Support (CLS) effort must be fulfilled by a vendor who presently operates a Contractor Inventory Control Point (C-ICP) for a Department of Defense military service contract and is qualified/certified in the GOLD Logistics software system. The awarded contractor must be able to respond to support requests from users and accomplish LRU repairs upon contract award. The government intends to solicit on a full and open basis to all known sources that are qualified/certified in the GOLD Logistics software system and operate a C-ICP for the Department of Defense. Requirement: This requirement is for CLS of the AC-130 Situational Awareness System (SAS) components installed on the AC-130H/U aircraft and includes provisions of Intermediate Level/Depot-Level Maintenance (Line Replaceable Unit (LRU) troubleshooting, repair & testing) operation within a System Integration Laboratory (SIL), providing a C-ICP Management, Supply Support Planning, Supply Management, Program Management Support, and Data Sharing of the integrated SAS components, software and peculiar Machine to Machine Situational Awareness (M2MSA)/Aircrew Information Mapping System (AIMS)/LINK16 server components. The Contractor shall also respond to support requests from the user while complying with Safety and Health Programs and Mishap Notification and Reporting procedures. DELIVERY SCHEDULE: One (1) year basic period of performance from 1 April 2014 thru 31 Mar 2015, and four (4) one (1) year option periods. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Any other questions should be directed to the buyer/Procuring Contracting Officer (PCO) identified below. If your concerns are not satisfied by the PCO, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the contracting officer, but to communicate serious contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals in the source selection process. When appropriate, potential offerors may contact the Ombudsman, Kim McDonald, at 478-222-1088. All responsible sources may submit a quote which shall be considered by the agency. Solicitation will be uploaded to Federal Business Opportunities (FBO). Performance Based Work Statement, all Contract Data Requirements Lists and any other supporting documents will be uploaded to FBO with the solicitation. Request for written proposal in response to written solicitation. Anticipated Request for Proposal (RFP) RELEASE DATE: 3 Sep 2013. Anticipated RESPONSE DATE: 3 Oct 2013. Anticipated/Estimated Award Date: 25 Mar 2014.
