- Construction Services are required for a Design-Build Indefinite Delivery, Indefinite Quantity (IDIQ) construction contract at U.S. Navy Support Facility, Diego Garcia, British Indian Ocean Territory (BIOT). The work includes, but is not limited to labor, supervision, tools, materials and equipment necessary to perform new construction, repair, and/or alteration of existing infrastructure. The applicable primary North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, with an annual size standard of $33.5M over the past three years. This procurement is being advertised on an UNRESTRICTED basis, inviting full and open competition. At the time of proposal, interested parties must consist of a Joint-Venture effort between a United States firm (minimum 60%) and a United Kingdom firm (minimum 20%). In any U.S./U.K. joint ventures, management control will be vested in the U.S. partner or partners. The Government reserves the right to cancel the procurement if only one proposal is received. The contract ordering period is anticipated to consist of a 12-month base period and four (4) potential 12-month option periods for a total maximum duration of 60 months. The estimated maximum dollar value, including the base year and all options is $95,000,000. Task orders will typically range between $150,000 and $10,000,000. Task orders may exceed this limit; however, the contractor may elect to accept such task orders under the general terms of the contract. The orders may require both design and construction services. The Government makes no representation as to the number of task orders or actual amount of work to be ordered; however, during the term of the contract, a minimum of $30,000 is guaranteed to be ordered under the performance period of the contract. There are no additional minimum guarantees obligated for each option year. This procurement will utilize best value source selection using Low Price Technically Acceptable procedures, requiring the submission of both technical and price proposals. This solicitation will contain two seed projects. The first seed project consists of Repairs to Unaccompanied Bachelor Enlisted Quarters (UPH) 7, Diego Garcia. Estimated price range for the first seed project is between $5,000,000 and $10,000,000. The second seed project consists of Repair Softball Field Facility, Diego Garcia. Estimated price range for the second seed project is between $500,000 and $1,000,000. The technical evaluation factors are anticipated to be as follows: FACTOR 1, Experience; FACTOR 2, Past Performance; FACTOR 3, Management Plan; and FACTOR 4, Safety Record. A pre-proposal conference and site visit are tentatively scheduled for early October 2013 in Diego Garcia, which will be restricted to registered plan holder firms only. The confirmed date of the pre-proposal conference and site visit and due date of required information will be announced in the RFP. Due to the logistical constraints posed by the location, each firm will be allowed a maximum of three attendees for the pre-proposal conference and site visit. Each contractor representative must submit the following information: full name, gender, citizenship, nationality, name of firm being represented, position/title, social security number, complete company and home address, passport number (place of issuance, date of issue, expiration date), and e-mail address(es). Due to the lead time required for visitors to receive area clearance to Diego Garcia, it is imperative that each firm provide the above information to the Contracting Officer within five (5) business days from receipt of the Request for Proposal (RFP). Failure to submit all required information by the date to be determined at the time of the issuance of the RFP will preclude the firm's eligibility to participate in the pre-proposal conference and site visit. No additional names will be accepted after the registration deadline. It is the responsibility of the plan holder to arrange for transportation to Singapore. A Government-sponsored MAC (AMC) flight will be available to transport plan holders from Paya Lebar, Republic of Singapore Air Force (RSAF) Base, Singapore, to Diego Garcia. Contractors are responsible for the cost of the AMC flight which is approximately $2,500 roundtrip from Singapore to Diego Garcia. At the time of the flight request to Diego Garcia, the contractor must also provide the contractor billing information in order for the U.S. Government to bill the contractor. It is highly recommended that flight arrangements to Singapore allow for significant flexibility in the event that the scheduled MAC flight becomes delayed or encounters unscheduled changes. The Request for Proposal (RFP) will be available on or about mid to late August 2013. The RFP, excluding plans and specifications, will be available through the Navy Electronic Commerce Online (NECO) website https://www.neco.navy.mil. The RFP, including the plans and specifications, will be available through the Federal Business Opportunities (FBO) (http://www.fbo.gov). The RFP can be accessed at the following direct link https://www.fbo.gov/fedteds/TDPN6274213R1303. Printed copies of the RFP will not be issued. Contractors must register with FBO to obtain access to the solicitation. Registration instructions can be found on the FBO website. Once registered in FBO, the contractor must request access to the solicitation. An email will be forwarded once the Contracting Officer has approved or declined the request. Approved contractors may view and/or download the solicitation and all amendments from FBO. Amendments will normally be posted to the website https://www.neco.navy.mil. If the amendment contains drawings, the drawings will be posted to http://www.fbo.gov. It is highly recommended that firms register on the NECO and FBO website as a planholder as this will be the only planholder's list available. It is the Offeror's responsibility to check the NECO and FBO website periodically for any amendments to the solicitation. Offerors must be registered with the System for Award Management (SAM) Database in order to receive a Government contract award. To register, the SAM internet address is: https://www.sam.gov/portal/public/SAM. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM.
