- Description
- The USDA Forest Service Western Wildland Environmental Threat Assessment Center (WWETAC) intends to negotiate on a sole source basis under the authority 6.302-1 - only one responsible source and no other supplies or services will satisfy agency requirements with Balance Tech, LLC, Missoula, MT for the follow up to previous work to enhance the functionality of ArcFuels, a combined research and application tool for analyzing fuel management issues. Provide essential software development as part of a larger operations research and development project at the WWETAC on fuel treatment planning and wildfire risk assessment. The overall project has several interrelated efforts that span research, development, and application of wildfire risk assessment software, models, and methods. The Government shall retain all ownership and proprietary rights to data and non-commercial software furnished by the Government or created in the performance of this contract. This includes all form, fit, function, technical data, software, and processes developed for the specific management of this data. This notice is not a request for competitive proposals, however, all responses from responsible sources will be considered. All responses must be submitted in writing within 15 calendar days of publication of this notice.
