- The VA Pittsburgh Healthcare System intends to negotiate on a Sole Source basis with LLI Construction, 1501 Preble Avenue, Suite 301, Pittsburgh, PA 15233, to award a Contract to them under the Authority at Public Law 109-461 as codified at 38 U.S.C. 8127 (b), to perform Electrical and HVAC Load Assessments for the VA Pittsburgh Healthcare System Bldg. 32 Data Center, in accordance with the highlighted Performance Work Statement/Commercial Services below: In addition, LLI Construction has experience performing similar Assessments for Data Centers, including for the Department of State. Performance Work Statement Heinz Building 32 Data Center Electrical and HVAC Assessment The main objectives of this assessment were to determine means for improving operating efficiency and reducing utility costs. This task was accomplished by analyzing the current state of the data center in regards to airflow distribution effectiveness, cooling efficiency and power distribution. The results of this analysis show significant room for improvement which will produce a reduction in utility costs, a lower power usage effectiveness (PUE) rating, and a more reliable facility. Data Center Efficiency Assessment "Snapshot evaluation of Power Usage Effectiveness (PUE). "7-day load monitoring with PUE analysis. "Energy usage profile of data center infrastructure. "Analysis of data center cooling and electrical infrastructure. "Computational Fluid Dynamics (CFD) modeling for airflow characteristics. "Energy efficiency improvement recommendations. "Return-on-Investment (ROI) analysis of improvement investments and CFD-validated efficiency benefits. "Full inventory of electrical, mechanical and IT equipment within report and Microsoft Excel spreadsheet file on CD. "Expansion and optimization planning. PUE Analysis Includes: "Provides a detailed power analysis by rack or equipment to determine existing load % of system capacity of the electrical system and identify problems with the power quality at the facility. "Service includes application of two (2) three-phase recording power meter. "Apply power meters to monitor the input and output of the UPS' units for a period of 7 days. "Load Monitoring Results oResults of the seven day power meter load study. oAverage, maximum, and minimum values found for each phase of current, voltage, and power consumption. oIdentification of any voltage and/or current imbalances. oComparison of the power consumption results to the overall rating of the UPS' units to determine current % capacity of each unit. PUE Analysis "Documentation on customer's existing capabilities to measure Power Usage Effectiveness (PUE). "Current state measurement of PUE. "Recommendation for required metering equipment to enable ongoing tracking of PUE. The Data Center Assessment tasks performed onsite include: "Site Survey. "Cooling Environment Evaluation of oAs-Is floor plan. oUnder floor observation. oAbove ceiling observation. oVapor barrier observation. oRack observation. oCRAC unit performance. oRack inlet temperatures. oPerforated floor tile and cable opening air flows. oThermal Imaging. "CFD Modeling and Simulation Results oAs-Is model with under floor pressure and airflow based on equipment specifications and room layout. oRecommended solution floor plan with under floor pressure and airflow showing improvements. oExpansion solution of the data center showing IT growth potential for the future. Generate a written report "Document the findings to be provided as follows: One (1) CD and three (3) bound, paper copies. "Provide recommendations to optimize efficiency of the data center including unit capacity/placement and overall airflow characteristics in the room, above the ceiling and below the raised floor. "Calculate the Power Usage Effectiveness (PUE) for the data center. "Provide an ROI for recommended changes. "Upon completion of the report, review. Security Requirements: If Contractor performs any services on VA premises, Contractor will be required to comply with physical security guidelines by either checking in with the VA Police each time they come on-site to perform contracted services or by obtaining a VA Contractor ID badge from the VA Police. Contractor will not have access to any VA sensitive information under this contract. Contractor must be escorted at all times by a VA employee or complete "VA Privacy and Information Security Awareness and Rules of Behavior" training in TMS. Contractor must be escorted at all times by an authorized OI&T employee while performing work in sensitive IT areas including the Data Center. Constraints: Contractor is required to follow the National Electric Code Contractor will not be able to use any VA Computers or have access to VA Computer Systems Contractor can only work Monday through Friday, excluding Holidays, from the hours of 7:00AM-4:30PM. Government's required Delivery Schedule/Period of Performance: All work is to be completed within 120 days after receipt of Order/Contract. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
