Description
Copy of Statement of Work Statement of Work Librarian / Invasive Species Program Support The United States Department of Agriculture (USDA), National Agricultural Library, National Invasive Species Information Center, in Beltsville, MD, has a requirement for a Librarian/Invasive Species Program Support. This requirement is for the Librarian / Invasive Species Program Support with a base period and 4 option years, if exercised. Background Information and Objectives The National Agricultural Library's National Invasive Species Information Center maintains and manages www.invasivespeciesinfo.gov. The Web site provides communication and outreach services for the National Invasive Species Council in support of Executive Order 13112 and as required by the National Invasive Species Management Plan. The principle objective for the Web site is to serve as a gateway for International, Federal, State, and to the extent feasible local government and private Web based resources relevant to invasive species, with links to more than 18,000 unique Web-based resources. II. Requirements: A. General Requirements 1. The contractor will perform the work described in this statement of work (SOW). The contractor must have extensive experience researching Web-based information and an extensive knowledge of invasive species. 2. The contractor must have a Masters of Library Science degree and at least 2 years of post-graduate experience. 3. The contractor will be familiar with the issues and resources related to invasive species, including experience with invasive species discussion groups and information resources. The candidate will have demonstrated ability in handling the selection of resources of a sensitive and controversial nature relating to invasive species. 4. The contractor must have the skills and ability to research and respond to a wide range of requests for information (reference questions) from a diverse audience, including students, researchers, and the public. 5. The contractor should be familiar with library databases such as AGRICOLA and how to create persistent preformatted, automatic queries on specific subjects to deliver "on-the-fly" search results (canned subject searches) from NAL's catalog and AGRICOLA index. 6. The contractor should be familiar with web-based technical tools to assist in enhancing and creating automatically generated content from other sources for redistribution from the www.invasivespeciesinfo.gov Web site. An example technology is the Really Simple Syndication (RSS) feeds. B. Specific Requirements The contractor shall: 1. Be responsible for obtaining their own Internet connection (at their expense) and will communicate with NAL staff primarily via their personal email account and by phone as needed. Contractor will not require NAL equipment nor accounts on NAL's servers. 2. Research information and Web-based resources for the development of new species profiles. Species profiles collect highly relevant Web-based resources related to the biology, identification, invasive qualities, management controls, prevention measures, economic harm to the environment and humans, and distribution maps. Each resource is described using set descriptors. It is expected that new profiles will match the format and content of the site's existing site species profiles. Quality of the species profiles will be based on the reputable and authoritative choices made. (For examples, see: http://www.invasivespeciesinfo.gov/plants/main.shtml http://www.invasivespeciesinfo.gov/microbes/main.shtml 3. Assist through conducting online research and subject knowledge, updating Web site content for existing resources including species profiles. Updating site content will include suggestions for new and relevant material; and the deletion of outdated or irrelevant resources or other projects as assigned. 4. Assist during peak periods in responding to questions about invasive species from students, professionals, and the public through online research of the www.invasivespeciesinfo.gov Web site and other credible sources as needed. 5. Assist in researching credible Web-based invasive species information as requested by the Invasive Species Website Coordinator for development of new content and/or maintenance of existing site content. 6. Research and make recommendations for technical enhancements to improve the efficiency and maintenance of the Web site or to offer new services which would enhance the delivery of information to customers. This can include: Webmaster tools and services, JavaScript features, RSS feeds and other utilities. C. Deliverables The contractor shall: 1. Create new Species Profiles as described above using the existing Web site format, as assigned and review existing Species Profiles for consistency and appropriate relevant contact. Approximately 20-25 new profiles are expected to be completed during the contract period. (70%) 2. Research and answer information requests related to invasive species from NISIC's diverse customer base, as assigned. (15%) 3. Complete other duties as assigned, including: review and updating existing resources; making recommendations for new content; create automated "on-the-fly" search subject-based search queries for the Web site; or provide recommendations for technical enhancements for the management and service delivery of the Web site. (15%) III. Government Responsibilities Specifically the government shall: A. Provide the contractor with information about government and other resources as they are known to the National Invasive Species Information Center Web Manager, serving as the project manager. B. Provide guidance on procedures, review of work, and other technical assistance as needed. IV. Period of Performance September 3, 2013 thru September 2, 2014, Part-time - hours determined by contract amount and schedule, approximately 20 hours per month / 240 total hours over a 12-month period. V. Pricing: The contractor shall provide pricing for a Base and Four Option Years. VI. Administration The contractor will provide the following items: A. A brief monthly report describing major activities performed under the terms of the contract to the NISIC Web Manager. B. A monthly invoice for hours worked to NISIC Web Manager. **Contractors must be registered and active in SAM.
