- Pre-Solicitation Notice. A SMALL BUSINESS SET-ASIDE solicitation will be issued by the US Environmental Protection Agency for Boiler removal and installation at the US EPA, National Health and Environmental Effects Research Laboratory (NHEERL), Western Ecology Division (WED), Pacific Coastal Ecology Branch, Newport, OR. The US Environmental Protection Agency (EPA), Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL), Western Ecology Division (WED), Pacific Coastal Ecology Branch located at 2111 SE Marine Science Drive, Newport, OR has a requirement for boiler removal and installation. The applicable NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; the size standard is $14.0M dollars. A Firm-Fixed-Price contract will be issued with an anticipated performance period of 60 days from date of Notice to Proceed. Anticipated award date is October 30, 2013. The estimated magnitude of this project is under $30,000.00. Contract award will be made using best value methodology. This is a total small business set-aside. The solicitation SOL-CI-13-00044 will be available for downloading at FedConnect located at the following internet address: www.fedconnect.net on or around August 19, 2013. Questions relating to the solicitation are required to be submitted electronically through FedConnect. ONLY those questions posted through FedConnect will be accepted. All responses to questions will be released on FedConnect. At this Internet site potential offerors will be able to register with FedConnect, download solicitations once released, join mailing lists, and submit questions. A pre-proposal conference, including an organized site visit, will be conducted at the NHEERL, WED, Pacific Coastal Ecology Branch, Newport, OR on Thursday, August 22, 2013 at 9:00am local time. You must register in writing through the Contract Specialist identified below in order to attend the conference/site visit. Registrations will be accepted until 2:00 pm ET Wednesday, August 21, 2013. Contractor registration in the Governments System for Award Management (SAM) is required in order to be eligible for contract award. Registration may be completed and information regarding the registration process may be obtained at www.sam.gov. Once issued, solicitation documents will be available electronically for download at www.fedconnect.net. Hard copies of the solicitation package will not be distributed. Only electronic copies of responses will be accepted and should be submitted via FedConnect (www.fedconnect.net).
