- Statement of Work Clauses applicable to this synopsis/solicitation RFQ # 2013-60552 This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12, Acquisition of Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation that will be issued. The solicitation number for this requirement is hereby issued as a Request for Quote (RFQ) using FAR Subpart 13.1, Simplified Acquisition Procedures. QUOTERS ARE ADVISED THAT AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE QUOTES RECEIVED. Quoters should not assume they will be contacted or afforded the opportunity to qualify, discuss, or revise their proposals. Therefore, the initial quote should contain the best terms from a technical and price standpoint. All quotes must include the full name, address, and DUNS number of the business to be named on the purchase order as well as the full name, phone number, and email address of the person who can accept the final purchase order. THIS IS A TOTAL SMALL BUSINESS SET-ASIDE. The North American Classification System (NAICS) code for this procurement is 541990 -All Other Professional, Scientific and Technical Services- with a small business size standard of $14 Million. Quotes are due by Wednesday August 21, 2013, by 2:00 PM EST and should be sent to the attention of H. Dale Bish via email to hbish@cdc.gov. Hard copies can be delivered via Fed Ex or UPS to H. Dale Bish, Centers for Disease Control and Prevention, Procurement and Grants Office, 626 Cochrans Mill Road, Pittsburgh, PA 15236. The Offeror must cite RFQ Number 2013-60552 in the email subject line and include it on the shipping label if sending hard copies. Evaluation and award of the purchase will be performed in accordance with applicable sections of FAR Part 12, Acquisition of Commercial Items, and FAR Part FAR 13, Simplified Acquisition Procedures. The Offeror must have an active registration with the System for Account Management (SAM), which replaced the Central Contractor Registration (CCR), prior to award of the purchase order in accordance with FAR Clause 52.204-7. The government intends to issue a Firm Fixed Price purchase order in accordance with FAR Part 13. Proposals must be submitted in two parts: (1) Technical Proposal and (2) Pricing Proposal. After evaluation of the following technical factors, award will be made to the lowest priced technically acceptable offer. Each offer will be evaluated on a pass/fail basis, so offerors are cautioned that they should submit responses in sufficient detail to enable the government to evaluate their capabilities and experience. EVALUATION CRITERIA 1. The successful bidder must be able to demonstrate successful experience in collecting, managing, and analyzing research data associated with measurement of acoustic transfer functions, nonlinear and linear propagation of sound, acoustic modeling of three-dimensional spaces. This could include a list of pertinent publications (e.g., journal articles in professional publications, books, book chapters), as well as presentations at scientific conferences. 2. The successful bidder must demonstrate successful experience with computer programming and development within the National Instruments LabView and the Mathworks MATLAB environments. This experience should include applications that run within the Windows operating system. Since the final products will be expected to run in LabView and MATLAB, programming experience in C, C++ and C# is not considered to be responsive to this requirement. If custom and/or commercially available software function libraries are to be used in the bid, the specific libraries should be identified and their specific purpose within the proposed application should described. 3. The successful bidder must have personnel with academic training and scientific research experience necessary to conduct acoustic modeling, Maximum Length Sequence measurements and data acquisition techniques. 4. The successful bidder must have access to appropriate facilities for testing and validating the performance of the software which they are developing for this contract. This requirement would include having the National Instrument hardware and microphones and current licenses for developing analysis programs that run in MATLAB.
