- Provisions/Clauses Statement of Work Escorted Access Request The Drug Enforcement Administration (DEA) Office of Training has a requirement for the upgrade and expansion of the access control system. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation and is being issued as a Request for Quotes (RFQ). The Government anticipates award of a single firm fixed-price purchase order under the test program described in FAR Part 13.5. The attached provisions/clauses are applicable to this requirement. The contractor shall provide services in accordance with the attached Statement of Work. The contractor shall visit the job site and verify the specifications. All prospective offerors shall inspect the site where the services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance to the extent that the informaton is reasonably obtainable. A site survey is scheduled for 2:00p.m. Thursday, August 15, 2013. All prospective offerors shall report to the following location on the date of the site visit: Drug Enforcement Administration Training Academy, 2500 Investigation Parkway, Quantico, VA 22135. Offerors must contact Claire Whitley at claire.r.whitley@usdoj.gov to register for the site visit no later than 10:00am EST August 12, 2013. Due to the level of security, the attached escorted access form must be completed and emailed to claire.r.whitley@usdoj.gov upon registration for the site visit. Quantico Security will run a check based on the information on the form and reserves the right to approve/deny access to the facility. Offerors will be notified of approval/denial prior to the date of the site visit. All questions shall be submitted by 10:00am EST August 20, 2013 to claire.r.whitley@usdoj.gov. Questions and Answers will be posted as an amendment to the solicitation. All sources shall submit a quotation which will be evaluated. Offerors may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include the following information: complete mailing address, Taxpayer Identification Number (TIN), and DUNS Number. Responses shall be submitted electronically to claire.r.whitley@usdoj.gov. All respondents will be considered by this agency. The Government intends to make a single award to the responsive, responsible offeror whose offer, conforming to this synopsis/solicitation, will be the best value to the Government. Evaluation will be based on: 1) Technical Capability - The offeror shall demonstrate a technical understanding of the requirement, the approach, and techniques to satisfy the elements of the Statement of Work 2) Past Performance - The offeror shall list up to three examples of previous experience for projects which are of a comparable or related nature, quality, scope, and complexity. A reference with contact information shall be provided for each. The Government will evaluate each offeror's experience of siimlar nature to the work to be performed under the requirement described in this solicitation. The Government reserves the right to conduct telephone interviews to validate past performance and to obtain additional information from internal and external resources. The quality of the offeror's past performance will be evaluated based on information the Government obtains through reference checks, its own knowledge/experience, and/or from other sources (i.e. contracting offices, Past Performance Information Retrieval System (PPIRS). Offeror's with no past performance history shall receive the rating of "Neutral," meaning the rating is treated neither favorably or unfavorably. 3) Price - The Government will evaluate price on the basis of price reasonableness Closing date for receipt of quotes is August 29, 2013 10:00am EST.
