- This is a Sources Sought Notice only. The NF/SG Veterans Healthcare System, Lake City VA Medical Center, 619 S. Marion Ave, Lake City, FL 32025 is conducting market research to determine the availability of small businesses capable of providing Maintenance Services for the Aladdin Cook/Chill Unit in Lake City VAMC and Gainesville VAMC. The applicable NAICS code is 811310. Interested contractors are requested to submit a capability statement outlining their ability to meet or exceed this potential requirement no later than 4:30 pm (Eastern Standard Time), August 20, 2013 stating their business size, as well as a point of contact. Interested contractors must be registered in SAM. The government will use the results of this announcement to determine whether the acquisition of the above described requirement should be solicited as a small business set-aside, or whether full and open competition procedure should be utilized. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; This Sources Sought Notice is to assist the VA in identifying an appropriate acquisition strategy only. SEE STATEMENT OF WORK STATEMENT OF WORK (SOW) - SERVICE CONTRACT FOR ALADDIN COOK CHILL UNITS AT THE VA MEDICAL CENTER LAKE CITY, FLORIDA PART I - GENERAL 1.1SCOPE A.The contractor shall provide all labor and equipment to inspect, perform required quarterly and annual preventive maintenance and repairs for the Aladdin Cook Chill Units at the Gainesville and Lake City VA Medical Centers. B.COMPLETION TIME: 10/01/2013 through 09/31/2018 1.2STATEMENT OF BID ITEMS A.The contractor must be a certified Aladdin equipment service representative. The contractor shall provide repair of any electrical and refrigeration problems for the Aladdin Cook Chill Systems. The contractor must have software to remotely monitor the Aladdin Cook Chill System alarms and general operations. The contractor must keep an inventory of parts such as solenoids, switches, thermocouples, interface gaskets, blower motors, fan blades, cold blower wheels, hot blower wheels, sensors, and various nuts, bolts, brackets springs, plungers, screws, wire guides and hinges. These parts will be purchased by the Medical Centers but the contractor's responsibility along the V A shop personnel to keep a written record of the inventory. B.There is a total of (27) docking stations, (53) carts, (8) dome storage carts, (4) cold food counters, (2) 16 foot band belt conveyor, (8) air curtain refrigerators, (2) custom paraloop refrigerators, and (2) outside condensing units that requires quarterly and annual preventive maintenance and repairs. C.The contracting officer will approve any additional changes, charges, fees and etc. D.Contractor must respond within 2 hours of the emergency calls. 1.3SPECIAL REQUIREMENTS A.VA Police will issue identification badges to contractors, employees and sub-contractors which must be worn at all times when on VA property. B.Contractor shall keep the area cleaned daily and haul away all construction debris.. 1.4QUALIFICATIONS/CERTIFICATIONS A.The contractor shall be qualified and have the required levels of professional and technical experience to perform the work required by this statement of work. B.The contractor and all of the contractor's employees must have taken the OSHA Certified 30/10-hour construction safety course and show documented proof. The contractor shall designate a "competent person" in accordance with 29 CFR 1926.32(f) which states, "One who is capable of identifying existing and predictable hazards in the surroundings or working conditions which are unsanitary, hazardous or dangerous to employees and who has authorization to take prompt corrective measures to eliminate them." The contractor shall instruct each of his employees in the recognition and avoidance of unsafe conditions and the regulations applicable to his work environment to control or eliminate any hazards or other exposure to illness or injury. Additionally, the contractor shall comply with the following requirements: "Develop a plan detailing project specific fire-safety measures. "Maintain site and building access free and unobstructed to facility emergency services. "Separate temporary facilities from existing buildings and new construction by appropriate distances. "All temporary construction partitions must meet fire-safety requirements. "Means of egress shall not be blocked. "Egress routes for construction workers must be maintained free and unobstructed. "Contractor furnished fire extinguishers must be provided and maintained in construction areas and in temporary storage areas. "Flammable and combustible liquids must be stored, disposed and used in accordance with OSHA 1926, NFPA 241 and NFPA 30. "Existing fire protection must not be impaired. Provide fire watch for impairments more than 4 hours in a 24 hour period. "Prevent accidental smoke detector operation. "Perform Hot Work in accordance with NFPA 241 and NFPA 51B. "Prohibit smoking in and adjacent to construction areas. "Dispose of waste and debris from buildings DAILY. 1.5EQUIPMENT A.All equipment, tools, etc., shall be properly maintained while on the Medical Center grounds and shall be adequate, in quality and capacity for proper execution of the work. 1.6SCHEDULING AND HOURS OF WORK A.Work shall be scheduled for proper execution to completion of this contract. B.Hours of work. The contractor will perform work during normal working hours unless specifically authorized by the (COTR), or otherwise specified in the contract. Normal duty hours are 8:00 a.m. to 4:30 p.m., Monday through Friday, except U.S. Federal Holidays. The 10 holidays observed by the Federal Government, i.e., New Years Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas or any other day specifically declared by the President of the United States to be a national holiday. 1.7SITE VISITS A.Job site shall be visited to verify all existing conditions and dimensions and the extent of work involved with the VA Engineering Service representative. Visits to the site may be made by appointment only, during regular business hours, with the VA Contracting Officer Technical Representative (COTR), at (386) 755-3016 X. 2200. 1.8INSPECTIONS A.All work shall be inspected during installation and at final completion by the VA technical representative. 1.9SAFETY REGULATIONS A.All applicable safety regulations shall be observed during all work of this contract. B.The VA Safety Officer shall have full authority to see that the contractor obeys all safety rules and regulations relative to the fulfillment of this contract. 1.10SUBMITTALS A.Submit documented proof of 30 and 10 hour OSHA construction safety course.
