Description
This is a combined synopsis/solicitation, Notice of Intent: The USDA, ARS, MSA intends to award a sole source procurement to Illumina, 5200 Illumina Way, San Deigo, CA. 92122 as they are the sole source for this type of instrument, pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for the purchase of a MiSeq DNA Sequencer with a trade in of a Genome Sequencer FLX system, with service/warranty of three years.. This instrument must be capable of generating 2 x 250 bp reads or 475 bp overlapping fragment with ~ output of 7.5-8.5 Gbp in ~37 hours. The onboard computer is capable of processing images, perform alignments and variant calling. The MiSeq must also perform onboard clustering. The sequencing occurs using a technique called SBS (Sequencing By Synthesis) using four reversible terminator nucleotides labeled with four different fluorescent dyes allows for accurate sequencing through homopolymeric regions. The MiSeq must generate ~30 M reads in a 2 X 250 bp run. The warranty and service will cover a three year period. Data quality is >90% Q30 at 2 x 150 bp, and >75% at 2 x 250 bp. MiSeq requires no ancillary equipment for operation. The MiSeq can perform both long and short insert paired end reads to detect structural variation. The Government intends to award a firm fixed price Purchase Order on or about August 22, 2013, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 21, 2013. Information received will be considered solely for determining whether to conduct a competitive procurement.
