- USPS eSourcing Emptoris Registration Instructions The Northern Facilities Construction CMT of the United States Postal Service is soliciting proposals for building site prep project at USPS owned Middlesex-Essex Processing & Distribution Center, 76 Main Street, Middlesex County, North Reading, Massachusetts. Work to include but not limited to all necessary labor, materials, equipment, superintendence, transportation, temporary construction of every nature, and all other services and facilities necessary to expand workroom/recycling, demo, paving, stormwater sewer, Masonry, Thermal, Steel, loading dock equipment, fire protection modifications, lighting modifications, HVAC modifications, electrical modifications, BAS Mods, fire alarm system modifications, plumbing modifications, architectural partition and ceiling work. The estimated cost of the work is between $1,500,000 and $4,000,000, with construction completion no later than two hundred seventy (270) calendar days after receipt of the Notice to Proceed. This is a re-issue of Solicitation 089495-13-A-0035. Previous offers must be re-submitted for Solicitation 089495-13-A-0128. There will be no pre-proposal meeting for this project. Bezner at (860) 539-9145. The Postal Service bases contract award decisions on best value. An Award will be made to the lowest offeror that has an acceptable Schedule of Values, Management Plan, Experience Profile and other required documents. Offerors should review the entire solicitation to ensure the requirements are understood. MINIMUM REQUIREMENTS: The Requirements below will be evaluated on a Pass/Fail Basis. Years In Business: Proof of having been in the construction business for a minimum of 5 consecutive years. Experience: Two examples of comparable projects as defined on form under Attachment 21: Experience Profile. Management Plan: Include items listed under Attachment 12, Management Plan. Company Health & Safety Plan; Note: Successful offeror will be required to submit a Project Specific Safety Plan acceptable to the USPS Contracting Officer. Contractor will be responsible for coordination of all work in a manner that will not interfere with mail operations and coordinate all work related to this phased project with the Plant Manager or designee. HOW TO PARTICIPATE IN THE OPPORTUNITY All proposals must be submitted in USPS eSourcing Emptoris. USPS eSourcing Emptoris is a web-based electronic solicitation platform. Organizations can register at any time. However, it is recommended that prospective offerors complete their registration prior to August 20, 2013 at 11:59 PM (EST). Separate electronic messages will be sent inviting you to participate in the solicitation and notifying registrants when the event is opened. Each organization must "accept" the Invitation in order to attach required documents in Emptoris. A dollar amount bid should not be submitted in Emptoris. CLOSING TIME WILL NOT BE EXTENDED DUE TO OPERATOR INABILITY WITHIN EMPTORIS.
