Description
Pre-Solicitation Notice (Proposed RFQ No. D13PS00486) For eMail, Enterprise Records and Document Management System (eERDMS) This is not a Request for Quote The Department of the Interior (DOI), Acquisition Services Directorate (AQD), on behalf of the Office of the Chief Information Officer (DOI, OCIO), is seeking potential offerors in order to award a competitive Firm Fixed-Price contract with a base period of twelve (12) months (one year) and two (2) one-year option periods. The Request for Quotation (RFQ) will be for a based Enterprise Form System (EFS) for eMail, Enterprise Records and Document Management System (eERDMS) and will be issued by the AQD on or around August 9, 2013. The North American Industry Classification System (NAICS) code for the upcoming solicitation will be 541511 Custom Computer Programming Services and will have a business size standard of $25.50 Million. The RFQ will be 100% set-aside for small businesses. Description of Requirement: The DOI intends to procure a Platform as a Service (PaaS) Enterprise Form Systems (EFS) compliant with Federal records capabilities to cover all of the DOI’s Bureaus business process management forms development needs under the DOI, OCIO IT Transformation initiative. The implemented system will support the estimated 70,000 Department employees and continue the migration and automation of all internal and external facing Departmental forms for all bureaus, offices, and the conversion of manual business processes to automated workflows for use by employees and Departmental external customers. This action will be primarily solicited in accordance with FAR Part 12, “Acquisition of Commercial Items”, FAR Part 13, Simplified Acquisition Procedures, and FAR Subpart 13.5, “Test Program for Certain Commercial Items”. AQD anticipates soliciting this requirement through the Federal Business Opportunities website ( www.fbo.gov ) on or about August 9, 2013 under RFQ No. D13PS00486. Interested parties are responsible for monitoring the web site for all procurement related information and must respond to the RFQ in order to be considered for award of any resultant contract. The forthcoming RFQ will contain all requirements and instructions so qualified offerors can submit electronic proposals to the Contracting Officer, Ms. Chiharu Bullock at Chiharu_Bullock@ibc.doi.gov and the Contract Specialist, Mr. Philip Lee at Philip_Lee@ibc.doi.gov.
