- ***THE FULL SOLICITATION ESTIMATED ISSUE DATE Electronically in Federal Business Opportunities is August 21, 2013. *** The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to provide mechanical maintenance necessary for controlling European beachgrass and improving snowy plover nesting habitat at the Siltcoos Estuary, Dunes Overlook, Tahkenitch Creek Estuary and South Tenmile Creek on the Central Coast Ranger District - Oregon Dunes National Recreation Area, Siuslaw National Forest. Work will consist of maintaining existing overwash areas and creating a series of new overwash areas along the western edge of some of the above mentioned snowy plover habitat areas. Approximately 2-4 feet of sand will be removed from designated overwash areas. Sand removed will be pushed into untreated dune areas directly adjacent to the work area or used to fill in low scoured out areas within the nesting habitat. Time will be devoted to removal/cleanup of miscellaneous hummocks of European beachgrass from specified areas in the interior of nesting areas. Most of the work areas have been covered with oyster shell hash. Care must be exercised by the contractor to minimally disturb these areas. Overwash areas will be maintained as directed by the COR or the inspector. A pre-quote tour will be arranged for interested parties. The tour is tentatively planned for Tuesday, August 27, 2013. Time and location is yet to be determined and will be identified within the full solicitation on August 21, 2013. Beaches adjacent to work areas are CLOSED TO MOTOR VEHICLES year round. Work areas are closed to hiking between March 15 and September 15 therefore the pre-quote tour will be the ONLY opportunity to visit these areas. Contract time is 116 calendar days. Estimated start work date is October 7, 2013. The project is 100% set aside for Small Business concerns. The NAICS code associated with this acquisition is 115310 and the small business size standard is $ 7 million average receipts over the past three years.
