Description

The Department of Veterans Affairs, VISN 21, Consolidated Contracting Activity, intends to negotiate a sole source contract with Hughes Group LLC to provide Janitorial Services for the VA Tulare CBOC, VA Central California Health Care System located at 1050 N. Cherry Street, Tulare, CA 93274. This procurement is being conducted in accordance with VAAR 819.7007, Sole Source Awards to Service Disabled Veteran Owned Small Business Concerns. Contract is firm fixed price and the NAICS Code is 561720. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products or service, to the Contracting Officer within three (3) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent via e-mail only to the Contracting Officer at Rusty.Stevenson@va.gov. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Network Contracting Office NCO 21 will proceed with the sole source negotiation with Hughes Group. ? Mikus, Contracting Officer 1. CONTRACTING ACTIVITY: Department of Veterans Affairs, Network Contracting Office 21 2. DESCRIPTION OF ACTION: This action limits competition for the acquisition of Janitorial Services in Modesto CBOC VA Palo Alto Health Care System. 3. DESCRIPTION OF SUPPLIES/SERVICES: The Contractor shall furnish all management, labor, supervision, management support, transportation, equipment and materials to provide Hospital Aseptic Cleaning Services for the Modesto VA Out-Patient Clinic. The estimated value is $100,800.00. 4. AUTHORITY CITED: This acquisition is being conducted under the authority of VAAR 819.7007; Sole Source Awards to Service-Disabled Veteran-Owned Small Business Concerns. 5. REASON FOR AUTHORITY CITED: The authority cited in paragraph 4 is used pursuant to authority of sections 502 and 503 of Public Law 109-461, the Veterans Benefits, Health Care, and Technology Act of 2006 (38 U.S.C. §8127 (b)). This program provides for award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB) on a sole source basis when certain conditions are met. 6. EFFORTS MADE FOR SOLICITING FROM OTHER VENDORS: The solicitation will be advertised in Fedbizopps as a direct award in accordance with the authority cited in item 4. 7. FAIR AND REASONABLE COST DETERMINATION: The Contracting Officer has determined that the anticipated price will be determined to be fair and reasonable. A Price Negotiation Memorandum (PNM) will detail how the Government has determined that the anticipated costs will be fair and reasonable. The offerors price will be compared with an independent government estimate and possibly with rates paid on other Janitorial cleaning contracts recently awarded to other SDVOSB's for similar sized projects. As this service has been determined to be commercial, cost or pricing data will not be required. Pricing techniques such as are described in FAR 15.404-1(b)(2), will be used to establish price fairness and reasonableness. 8. MARKET RESEARCH: American Diversified Services is a qualified SDVOSB in Janitorial Services and is registered in the CCR and VetBiz.gov. 9. SUPPORTING FACTS: Any supporting data that is the responsibility of technical or requirements personnel (e.g., verifying the Government's minimum needs or requirements or other rationale for limited sources) and which form a basis for the justification have been certified as complete and accurate by the technical or requirements personnel. The evidence for this is the "Technical Data to Support a Restricted Competition" in the contract file. 10. STATEMENT OF ACTIONS: The contracting officer has made a determination to issue a sole source award to a SDVOSB. Competition is not required on a direct award to a SDVOSB following the requirements in VAAR 819.7007. 12.
