Description
Synopsis: The Department of Commerce, NOAA, National Weather Service (NWS), Office of Operational Systems intends to negotiate, on sole source basis, under authority of Federal Acquisition Regulation (FAR) Subpart 6.302 Other Than Full and Open Competition, with Vaisala This request for purchase is to acquire 28 Vaisala Verifiers, Model WMT700 for the Automated Surface Observing System (ASOS) Ice Free Wind (IFW) Sensor System for the National Weather Service. These verifiers are required to perform routine calibration checks on the IFW Sensor as part of routine preventive maintenance functions. This verifier is uniquely designed to work solely with the IFW Sensor. During preventive maintenance activities, the verifier encapsulates the ultrasonic transducers to ensure the sensor functions correctly in the absence of ambient winds when the IFW Sensor is subjected to internal diagnostic firmware commands. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation that reflect meeting the aforementioned requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 10 days after publication of this synopsis. Information related to the potential availability of other sources that can fulfill this requirement must be received by the POC listed below no later than 5PM eastern time on Friday, August 16, 2013. This notice is not a formal solicitation. This is not considered a Request for Quotation (RFQ) nor is it a Request for Proposal (RFP). No solicitation document is available and telephone requests will not be honored. No purchase order will be awarded on the basis of quotation or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
