- NAVSUP Fleet Logistics Center San Diego intends to negotiate and award a firm-fixed price contract on a sole source basis under the authority of FAR 6.302-1(b)(1). Only one responsible source, and no other supplies, will satisfy agency requirements at the Navy facility at San Clemente Island for OEM genuine unit exchange (UTEX) EL (Ultra low oil consumption) Electro Motive Diesel (EMD) General Motors parts. Valley Power Systems, Inc. 11300 Inland Ave., Mira Loma, CA 91752-1160 is the only authorized distributor and source of EMD systems in California. One engine at the San Clemente Island power plant, which represents 1/3 of the production capacity, requires replacement parts to ensure reliability and endurance to maintain adequate power levels and most important meet current EPA emission standards as required by the State of California Title V operating permits. The parts will extend the interval time between rebuilds to 40,000 hours of operation. Lesser brands require more frequent replacement at 16,000 hours resulting in higher operating costs. Replacement parts include the EMD UTEX Power Packs, UTEX UL Fork Pack, UTEX Blade Pack, UTEX Blower Core, UTEX Valve Bridges, removal of existing parts and installation of new parts. The applicable NAICS code is 811310. This notice of intent is not a request for competitive proposals. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 08:00am Pacific Standard Time on 13 August 2013. All interested parties must demonstrate their ability to provide genuine EMD UTEX EL parts that meet California's low emission standards and are back by EMD full factory warranty. All documents shall be submitted to Christina E. Beal, Contract Specialist, via email at christina.e.beal@navy.mil. Anything submitted by phone or fax will not be considered. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government.
