This is a market survey for the purchase of Aircraft Video Downlink receiving stations for use by Customs and Border Protection (CBP) within the Department of Homeland Security (DHS). The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey. Therefore any cost associated with the market survey submission is solely at the interested vendor s expense. At this time, the FAA intends to solicit and negotiate only with Broadcast Microwave Services (BMS), Inc. (Poway, CA) on a single source basis. It is anticipated the resultant contract will contain a one-year base period with three one-year options (to be exercised at the discretion of the FAA). The purpose of this market survey is to solicit statements of interest and capabilities from all businesses that are interested in and capable of providing the required aircraft video downlink receiving stations. The North American Industry Classification System (NAICS) codes and size standards for this effort: NAICSSize Standard 334310750 Employees The contractor will supply personnel and resources necessary to manufacture/supply Aircraft Video Downlink receiving stations compatible with existing BMS aircraft transmitters utilizing BMS Transmission Privacy (BTP) encryption. The receiving equipment will be used to deploy ground stations that have the capability to receive line-of-sight full motion video imagery from existing aircraft transmitters. It is imperative the receiving stations be capable of receiving BTP encrypted transmitted signals. The existing BMS transmitters utilize Coded Orthogonal Frequency Division Multiplexing (COFDM) and receiving stations must be compatible with this technology. The receiving systems shall include all necessary equipment (antennas, receivers, displays, cabling, etc.) to receive and process the transmitted signals from existing BMS aircraft transmitters. The contractor will also be required to provide user training as necessary. The FAA anticipates the installation of 14 new ground station sites at various locations within the U.S. during the four-year contract period (six in each of the first two years and one in each of the last two years). Interested firms are required to submit the attached Business Declaration form and a copy of their SBA 8(a) certification letter, if applicable. The FAA requires the following (limited to 25 pages) from interested vendors: 1. Capability Statement - This document should identify: - Type of products/services provided by your firm - Size and type of products/services provided by previous contracts (elaborate and provide detailed information and past performance) - Number of years in business 2. Clearly state whether you can manufacture/supply receiving equipment compatible with existing BMS aircraft transmitters (including BTP encryption). 3. Expected programmatic approach (in-house, teaming, subcontracting, etc.) - Respondents must provide their strategy for providing this equipment, including the percentage of work that will be done by eligible small, service-disabled veteran-owned and 8(a) certified businesses. All responses to this market survey must be received by 4:00 p.m. CDT, 13 Aug 2013.
