- NAF general provisions Please fill these out for your bids. Wage determination Describes detailed requirements for the service required. The AFTC Installation Contracting Division, Eglin AFB, Florida intends to solicit and award a NAF(Non-Appropriated Funds) concessionaire contract for food services at Eglin AFB, Aux Fld 3, FL 32542. This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The FAR, DoD supplements (DFARS) and Air Force FAR supplements (AFFARS) do not apply to non-appropriated fund (NAF) procurements except as required by AFMAN 34-302 and AFI 64-301. Only those clauses required by law or otherwise stated in AFMAN 34-302 shall be mandatory. It is the offeror's responsibility to be familiar with applicable clauses and provisions. The announcement number is F1T0AF3151A001. The North American Industry Classification System (NAICS) code for this acquisition is 722310 with a small business size standard of $35.5M. Please identify your business size in your response based upon this standard. Evaluation will be based on the following factors: technical capability of item offered to meet the government's needs and best value commission percentage returned to the government. The contractor shall provide all labor, equipment, materials, and all other items necessary to provide the following requirement: Contract Line Item (CLIN) 0001: Concessionaire contract to provide food services IAW the Performance Work Statement. This requirement is for a period of one year with two (2) one-year option periods. See attached Performance Work Statement for further description of this requirement. Delivery Terms are FOB Destination for delivery to Eglin AFB, Aux Fld 3, FL 32542. Please see the attached concessionaire bid sheets and other attachments, and fill in the blanks accordingly. This will serve as the contractor's quote. The government reserves the right to evaluate quotes and award a contract without discussions with offerors. The following provisions and clauses are incorporated in this notice and are those in effect through Federal Acquisition Circular 2005-69 effective 01 Aug 2013, DFARS DPN 20130710 effective 10 Jul 2013, and AFFARS current thru AFAC 2013-0327 effective 27 Mar 2013. The following provisions and clauses are applicable: • FAR 52.212-1, Instructions to Offerors - Commercial Items (Feb 2012) • FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (Jun 2013) • FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Order -- Commercial Items (Jan 2013) (Deviation) Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation -- Commercial Items (Jan 1999) which is incorporated into this Request for Quotes. The following factors shall be used to evaluate offers: (i) Best Value Commission Percentage (ii) Technical capability. Technical capability is approximately equal in weight to the commission percentage. 1. Best Value Commission Percentage Evaluation. Initially offers shall be ranked according to the commission percentage. Each offeror's percentage will be evaluated for completeness and reasonableness. Unrealistic percentages may be grounds for eliminating a proposal from competition either on the basis that either the offeror does not understand the requirement or the offeror has made an unrealistic proposal. 2. Technical Evaluation. Offers shall be evaluated independently of the commission percentage to determine the offeror's compliance with the technical requirements of this solicitation. The government may make a final determination as to the technical acceptability of an offer based on the proposal as submitted without requesting any further information. Offeror's proposals will be evaluated against the following technical factors: a. Menu: The offeror must submit both a troop feeding and regular menu including prices IAW the PWS (Sections 1-1.1.2). b. Inflight Meals: The offeror must be capable of providing in-flight meals IAW Section 1.1.6 of the PWS. c. Special Function Brochure: The offeror must submit a special function brochure IAW section 1.2.4 of the PWS. d. ServSafe Certified: The offeror must ensure that all food handlers are ServSafe Certified IAW section 1.7.5 of the PWs. The Government will award a NAF Concessionaire contract to the technically-acceptable and responsible offeror. Vendors must be registered in System for Award Management (www.sam.gov) before award can be made. Evaluations will be made on a best value and technically acceptable basis. All responses must be received no later than 8:00 A.M. Central Standard Time on 20 August 2013. Send all packages via email to Erika Martin at erika.martin@eglin.af.mil. The government reserves the right to evaluate quotes and award a contract without discussions with offerors. This will be a non-appropriated fund income contract and it does not obligate appropriated funds of the United States Government. Non-appropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs. It does not involve federal tax dollars. The Government will not pay for any materials provided in response to this notice and submittals will not be returned to the sender. Contract award notices are not a mandatory requirement for NAF purchases/ services.
