- Notice of Intent to Limit Sources 1. The Southern Regional Contracting Office on or about, 15 August 2013 intends to issue a solicitation to pre-approved vendors to provide live tissue training for the 48th Infantry Brigade Combat Team (IBCT) of the Georgia Army National Guard, FT Stewart, GA. The IBCT has requested this training for an Exportable Combat Training Capability Exercise. DoD-supported training involving live tissue models must be approved by the performing institution's Institutional Animal Care and Use Committee (IACUC). This notice is neither a request for quotes nor a solicitation of offers; however, all responsible sources may submit a capability statement, proof of approval, which shall be considered by the agency. Salient Characteristics: - Vendors must be approved by the IACUC prior to training dates. -Shall maintain all local, state, and federal permits pertaining to live tissue training. -Registered with the USDA, unless otherwise exempt from licensing requirements in References (d), (e), and Department of Agriculture policy manual (Reference (m)). The contractor must meet this requirement for the duration of the training. -The Contractor shall provide proof of staff certification. -Contractor shall have sufficient insurance coverage to support the legal conduct of this training. -Program of Instruction (POI) approval by the Army Medical Department Center & School (AMEDDC&S). -Submit results of Animal protocol approval and site inspection and program review performed by a veterinarian assigned to one of the DoD component oversight office within the past 12 months -Current full accreditation by the Association for Assessment and Accreditation of Laboratory Animal Care, International (AAALAC). -Contractor shall possess a full understanding of Army tactical military operations, specifically Committee on Tactical Combat Casualty Care (CoTCCC) guidelines. -Contractor shall provide a qualified Doctor of Veterinary Medicine (DVM/VMD) -Contactors will be able to speak and write English fluently.
