- PLEASE SEE ATTACHED REVISED QUESTION & ANSWER DOCUMENT. THIS SOLICITATION CLOSES 7 AUGUST 2013 AT 2:00 PM CDT. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is to solicit interest for the establishment of a Blanket Purchase Agreement (BPA). This requirement is 100% set aside for small business concerns under NAICS 442299. The BPA duration will be 5 years. Establishment of a BPA does not imply any agreement by the Government to place future contracts or orders with the BPA holder. The Government makes no representation as to the number of calls or actual amount of work to be ordered. The solicitation document and incorporated provision and clauses are those in effect through Federal Acquisition Circular 2005-12. The US Army Engineer Research and Development Center has a need for materials & supplies for approximately 350 framed units per year for five (5) years. Each framed unit will consist of the following: 1. 14x17 Frame - all wood, 1.5 inch gold finish with beading on inside lip, decorative trim on outer edge, slight antique finish on trim 2.Glass 3.Double Mat 4.Multi-Opening in Mat 5.Foam Core Back 6.Installation See attached document for sample framed units. Finished products shall be completed and delivered to the ERDC no later than one month after issuance of a BPA call in order for the Government to proof each framed unit and have corrections made if needed. Any needed corrections shall be completed within 20 days upon notification by the Government at no additional cost. All framed units shall be delivered to the Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Building 1000, Vicksburg, MS 39180-6199. The Contractor shall be responsible for picking up and returning any awards/plaques that require corrections at no additional cost to the Government. Period of Contract: This BPA period is five years from award date. No calls will exceed the amount of $ 10,000.00. The aggregate amount cannot exceed $125,000.00. ALL QUOTES ARE TO BE IN ACCORDANCE WITH THE SPECIFICATIONS. Responses to this announcement must include pricing information and past performance information to include contact names, addresses, phone numbers, contract numbers as well as a description of the supplies/services provided. All responsible small business concerns may submit an offer, which if submitted timely, will be considered. FAR Provision 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Award shall be made to the responsible offeror whose proposal is determined to be Lowest Price Technically Acceptable in accordance with Clause 52.212-2 Evaluation -Commercial Items. The Government will award a contract resulting from this synopsis/solicitation to the responsible lowest price offeror whose offer meets and/or exceeds the specifications herein.
