Description
Sources Sought Synopsis: The U.S. Army Yuma Proving Ground (USAYPG) seeks qualified vendors to provide Global Positioning Integration & Navigation Services in response to the need for the continued Research, Development, Test and Evaluation (RDT&E) of aviation, airdrop, ground combat, artillery, Counter-Improvised Explosive Defeat (C-IED), and automotive systems for the Yuma Test Center (YTC) test center located at USAYPG, in Yuma, Arizona. These services shall encompass but not be limited to Global Positioning Services (GPS). The GPS development and test efforts at USAYPG consists of the development, maintenance, and expansion of GPS instrumentation, the development of new advancements in the Improved Vehicle Tracking System (IVTS) and the customization/integration of GPS instrumentation for individual test programs to include electronic warfare systems (EWS).. The primary focus of this Request for Information (RFI) is to identify interested sources with the technical capability to support performance in four specific areas: Integration & Test Efforts, IVTS, Test Planning & Execution and Special Studies. The contractor may have to perform work at several sites simultaneously within the Continental United States (CONUS) and at various Outside Continental United States (OCONUS) locations. To support the requirements of the contract, the contractor must be able to quickly respond to diverse evaluation needs of the developmental testing community using a multi-disciplinary approach and have a variety of technical expertise that must be either immediately or quickly available - depending on urgency of assignments. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool (FAR Part 10) being used to determine potential large and small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. It is also a tool to get feedback on the requirement, detailed in the attached draft Performance Work Statement (DPWS). Feedback is encouraged and appreciated. The North American Industry Classification System (NAICS) code contemplated for this requirement is 541330 with a size standard of $14.0M. The incumbent contractor is Cibola Information Systems Inc., Yuma, AZ. The current Contract Number is W9124R-11-C-0008. It is the Government's intention to solicit this requirement on an unrestricted basis, however the current capabilities of industry, to include large and small business, must be confirmed. As such, both large and small businesses are encouraged to respond. The Government is not obligated to and will not pay for any information received from respondents as a result of this RFI. REQUIREMENTS: Please refer to the attached DPWS. The estimated total level of effort is approximately 54,565 man-hours, consisting of 10,913 man-hours per year over a period of five years based upon historical and current workload projections. Detailed historical data will be provided with the solicitation. Services will be performed at USAYPG; however, the contractor may have to perform at other CONUS and OCONUS locations. The following are examples of anticipated labor categories under this requirement: On-Site Manager, Engineer, Technician VI, Technician V, Technician IV, and Administrative Assistant. ANTICIPATED PERIOD OF PERFORMANCE Base Period 01 April 2014 - 31 March 2015 (12 mo) Option Period I 01 April 2015 - 31 March 2016 (12 mo) Option Period II 01 April 2016 - 31 March 2017 (12 mo) Option Period III 01 April 2017 - 31 March 2018 (12 mo) Option Period IV 01 April 2018 - 31 March 2019 (12 mo) (1) Historically this requirement has been solicited with a 3-year period of performance. Please indicate in your response whether your company would be more inclined to bid on this requirement with a 5-year period of performance as opposed to a 3-year period of performance; and your rationale as to why?; (2) What contract type(s) would your company recommend for the contemplated services described within the PWS (i.e. Firm-Fixed Price, or Cost Plus Fixed Fee, or other Incentive Fee type arrangements)? Include your rationale; (3) Describe any prior/current corporate experience performing efforts of similar size and scope (describing the type of GPS work currently involved in and how this is relevant to the type of work required by USAYPG) within the last three years. Please include contract number, organization supported, an indication of whether work was conducted as a prime or subcontractor, contract values, Government point of contact with current telephone number; (4) Indicate resources available such as corporate management and currently employed personnel to be assigned to tasks under this effort to include professional qualifications, specific experience of such personnel, and the ability to have personnel located at the city specified; (5) What NAICS code would your company recommend for the contemplated services described within the PWS? (6) Please provide an estimated amount of phase-in time required after contract award to enable full performance; (7) Identify if the services identified within the PWS are customarily performed in the commercial marketplace or if these services are performed exclusively for government purposes. Include your rationale. (8) In a brief outline, describe how your company could avoid actual or perceived Organizational Conflicts of Interest (OCI) (See FAR 9.5 and Army Test and Evaluation Command (ATEC) Policy Bulletin 2-11 Organizational Conflicts of Interest (OCI) Involving Contractors in Support of ATEC Test and Evaluation (T&E) dated 19 April 2011 ).
