Description
Documentation and Modernization Support Analysis J&A The Federal Railroad Administration intends to award on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements to Railroad Safety Data Consulting, Inc., 11409 Great Meadow Dr., Reston, VA, 20191-3607. The contractor will provide support and analysis to the modernization of RAIRS and other subsystems of RSIS that are related to RAIRS. The contract will provide analysis of current procedures and instructions as well as the impact to the FRA data collection process. Most importantly, the contractor will provide thorough documentation of the as-is system and to-be system. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 11:00 am EST, 20 August 2013. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
