Description
Draft report on integrated water resources science and services for Hudson R. basin The purpose of this notice is to provide a list of questions recived regarding the subject solicitiation and answers thereto. Questions and Answers For DG13313WRP0121 1. What is the response date? The FedBizOpps website shows August 19th, but the first page of the solicitation shows July 20th. Where should proposals be delivered? Answer: The original due date for proposals was August 19. The new date is Wednesday August 28, 2013 at 3:00PM Eastern Time. Proposals are to be sent to Robert M. McNamara at roberyt.mcnamara@noaa.gov in electronic format and an original and 3 hard copies shall be sent to NOAA, Acquisition and Grants Office, NWS Acquisition Division, 1325 East-West Highway RM 11409, Silver Spring, MD 20910 2. This appears to be a solicitation for Task Orders for perhaps an already awarded IDIQ. Is this the case? If so then are only those selected for the IDIQ invited to bid on these Task Orders, or is it open to anyone? Answer: This is a solicitation for a new IDIQ. Bidders are to provide proposals for the IDIQ and for both of the two (2) tasks to be awarded with the IDIQ. These are actual tasks. All respondents to this solicitation must submit proposals for both tasks. 3. The original Sources Sought advertised under Solicitation NWWC0000-13-xxxxx, requested responses from small business concerns. The new solicitation does not reference small business set aside. Can you please confirm this a full and open competition? Answer: This is a small business set aside, as announced in the "Sources Sought" posting. The NAICS Code associated with this acquisition is 541712. 4. Page 6, B.1 of the solicitation states the orders shall not exceed $8,000,000.00. Is this over the period of performance of one (1) or five (5) years? Answer: The estimated value of this acquisition shall be $9,500,000.00 over the 5-year performance period. Task orders shall be issued during this time frame. 6. What are the page limitations/font size/spacing, etc for the proposal? Answer: Technical proposals for the IDIQ shall be limited to 25 pages/double spaced/12 point font. There is not a limitation for CVs but vendors are cautioned to use judgment. Page limitations for task order proposals shall be specified with each individual task. However, for the two task orders included with this solicitation, the following are the page limitations: Hydrologic Modeling Support and Calibrations - 60 pages, approximately 10 per subtask Water Resources Model Capacity Building - 10 pages More than three past performance references may be provided. Only documents requested may be provided. 7. Page 104, Section L.3 states of the solicitation states "The Government may elect to award a single delivery order contract or task order contract or to award multiple delivery order contracts or task order contracts for the same or similar supplies or services to two or more sources under this solicitation." Can you please confirm if it is the Government's intent to issue multiple IDIQ contracts and compete on a task order basis? Answer: The Government's decision regarding whether it will issue single or multiple contracts will be made prior to award. 8. The Evaluation Criteria did not specify the weightings for Factors 1 through 4. Could Government provide such weightings? Answer: The contract(s) will be awarded on a best-value basis using an integrated assessment using the criteria provided. Weights will not be used. 9. Are current representations and certifications in SAM sufficient, or must separate hard copies of representations and certifications be prepared and submitted? Answer: Please provide separate hard copies of current representations and certifications 10. Section L.19 implies there will be a pre-proposal conference but no details are provided as to date/time/location. Does the Government plan to hold a conference? Answer: No. There will not be a pre-proposal conference. 11. The requirements listed contain information regarding hardware and software and Government Property. Based on these requirements, can the Government provide the information on the status of the various licensing agreements (e.g. for the Deltares software)? Will the Contractor have the ability to use such licensed software packages provided by the Government or will the Contractor need to assume the costs? Answer: The amended solicitation (Section C) will state, "The Contractor shall provide the development and test environments necessary to perform the activities specified in individual task orders for those tasks that will be performed at contractor facilities." 12. The solicitation does not mention the software configuration setup information at the targeted RFCs. Non-incumbent vendors will need this information in order to deliver the calibration and other deliverables specified. Will the Government provide this information in timely fashion in order to have sufficient time to develop the response for this solicitation? Answer: Calibration is performed with standard AWIPS baseline NWSRFS software. For operations, the RFC's software configuration setup is standard CHPS. 13. Does the Government suggest vendors assume all of the deliverables for RFC tasks will be implemented in the CHPS software platform, and the AWIPS hardware platform? Answer: Yes, most deliverables for the RFCs will be implemented in the CHPS software platform. They presently run on CHPS prototype hardware and will transition to AWIPS in CY2014 14. Page 12, (5) references "commercial off-the-shelf software." Is this software provided by the Government? Is the contractor required to obtain separate licenses? Could you please provide examples of COTS software that would be applicable to this solicitation? Answer: The contractor is responsible for hardware and software. Please reference Section C.3 for additional information pertaining to the computing environment. 15. Page 52, 1.0 includes language that "task order service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government as defined in this PWS." Can the Government provide additional information on the service providers and the type of duties the Contractor would be responsible for providing? Could you give examples of who these service providers would be? Is this clause intending to be addressing subcontractors to the prime contractor? Answer: The Contractor is responsible for the services they obtain to perform the tasks. 16. "To avoid the prospect of the contractor's judgment or recommendations being influenced by its own products or capabilities, it is agreed that the contractor is precluded for the life of the system from award of a DOC contract to supply the system or any of its major components, and from acting as a subcontractor or consultant to a DOC supplier for the system or any of its major components? Can you please clarify the system referenced? Answer: This clause is provided with no specific envisioned task. This is part of the "Limitation of Future Contracting" clause 1352.209.71. 17. Page 86, Section I.21 requests information regarding place of performance. If you have multiple locations which may supply services, where will this certification be placed in the proposal response - Business, Technical, or Price? Answer: The place of performance is to be the vendor's facility(ies). 18. C.1 (Page 53, under 1.2.A.3.1) referred to documented stakeholder requirements for expanded water resources services, and mentioned the information gathered during stakeholder engagement activities in FY2012 related to expanded capabilities of the NWS Hydrology program. Could Government explicitly point out where are these documents? Answer: Attached to this notice is a DRAFT summary report (IWRSS Hudson Stakeholder Forum Report).
