- This is combined synopsis/solicitation for commercial items, being procured in support of a contingency operation, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. In accordance with FAR 19.000(b), small business set-aside requirements do not apply for acquisitions outside of the United States and the outlying areas; therefore, this acquisition will not be set aside for small businesses and will be full and open competition. The solicitation reference number FA5706-13-Q-0011 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-68. A firm-fixed price purchase order will be awarded in accordance with FAR Part 13. This RFQ consists of the following Contract Line Item Numbers (CLIN): BRAND NAME OR EQUAL CLIN 0001: Mobi-Mat Tow-Mat Kit of 18 Mats MM3 C 25 - 3mL x 4.20m wide and 3mL x 2.10m Complete recovery set for C-17 and smaller aircraft. Part Number: 167656 Qty: 1 Each CLIN 0002: RSP 1250 (Removable Side Pallet) Part Number: 157154 Qty: 2 Each CLIN 0003: One Wooden Pallet for Thermic Hammer Qty: 1 Each CLIN 0004: Delivery Cost to Al Dhafra AB, UAE Al Dhafra Air Base ATTN: Hannah M. Potter FB4811, Building 402, 380 ECONS Abu Dhabi, UAE ***If submitting an "Or Equal" item, offerors shall submit documentation demonstrating the "equal" meets our needs. See FAR Clause 52.211-6 requirements regarding "Brand Name or Equal." All quotes must reflect FOB Destination. *** EVALUATION FACTORS: In accordance with FAR 52.212-2, Evaluation-Commercial Items, and FAR 52.211-6 Brand Name or Equal, the Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factor(s) considered.
