- C- ARCHITECT AND ENGINEERING GENERAL NAVAL ARCHITECT SERVICES FOR TRANSDUCER SYSTEM DESIGNS NOTICE DATE: AUGUST 6, 2013 Notice Type: Pre-solicitation NAICS: 541330 - Engineering Services Contracting Office: Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), Eastern Regional Acquisition, 200 Granby Street, Suite 815, Norfolk, VA 23510 The National Oceanic Atmospheric Administration (NOAA), Eastern Regional Acquisition, Norfolk, VA on behalf of Office of Marine and Aviation Operations (OMAO) is soliciting a requirement to perform Naval Architect Services for Transducer System Designs aboard the NOAA Ship Thomas Jefferson, Norfolk, VA. Provide all labor, material and equipment required, in accordance with the attached Statement of Work, "NOAA Ship Thomas Jefferson Transducer Installation Designs MOA2-16(13)". This RFQ is 100 percent set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 541330, which has a corresponding size standard of $35.5 million. Solicitation number EA133M-13-RQ-0582 will be issued August 6, 2013 and will August 16, 2013. The total period of performance for all work specified in the Statement of Work is Date of Award through August 30, 2013, with deliverables being due no later than June 30, 2014. The Government anticipates awarding a firm fixed price purchase order to the responsible bidder whose bid, conforming to the solicitation, will be most advantageous to the Government, considering the evaluation factors specified in the solicitation. Basis for Award The basis for award of a contract as a result of this Request for Quote (RFQ) will be an integrated assessment by the Government of the results of the evaluation based on the evaluation factors listed below. Technical approach and capability, price, past performance and personnel qualifications. CAR CLAUSE 1352.213-70 - EVALUATION UTILIZING SIMPLIFIED ACQUISITION PROCEDURES (APR 2010) The Government will issue an order resulting from this request for quotation to the responsible offeror whose quotation results in the best value to the Government, considering both price and non-price factors. The following factors will be used to evaluate quotations: (1) Technical Approach and Capability. The offerors approach to performing contract requirements and its capability to successfully perform the contract will be evaluated. (2) Price. (3) Past Performance. The offerors past performance on related contracts will be evaluated to determine, as appropriate, successful performance of contract requirements, quality and timeliness of delivery of goods and services, cost management, communications between contracting parties, proactive management and customer satisfaction. (4) Personnel Qualifications. The experience, education, and qualifications of personnel proposed to work on the contract will be evaluated to determine their ability to perform their proposed duties.
