- By way of this notice, and in accordance with FAR 6.302-1, the Chicago District. U.S. Army Corps of Engineers announces its intention to award a FOLLOW-ON sole source contract to the UNIVERSITY OF ILLINOIS of Champaign, IL/ILLINOIS STATE WATER SURVEY for the continuance of operation and maintenance of the 25 raingage network for Lake Michigan Diversion Accounting. The contractor has to provide all weighting-bucket raingages with data loggers at the sites in secure areas with little or no obstructions using a U.S. Corps of Engineer approved 5-7 mile grid spacing between gages. Given that 1) the raingage network was originally designed and installed by the University of Illinois/Illinois State Water Survey in 1989; 2) all raingage equipment and secured sites have already been in use and held by the University of Illinois/Illinois State Water Survey for a period of 15 years; and 3) the consistency of precipitation measurement data is essential to the project, they are uniquely familiar with the operation and maintenance of the raingage network and to assess the data collected. Therefore, we consider this acquisition to be available from one source (University of Illinois/Illinois State Water Survey). The performance time for this FOLLOW-ON Contract will be approximately 365 calendar days for the base period with an option to renew for four consecutive years from the date the contractor acknowledges the Notice to Proceed. This notice is NOT a Request for Proposals; therefore, NO solicitation documents will be issued. Award is anticipated on or about 27 September 2013. Any response to this notice must demonstrate that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the requirements described above. Detailed capabilities must be submitted to Elizabeth Newell at Elizabeth.c.newell@.usace.army.mil with a copy furnished to Regina Blair at regina.g.blair@usace.army.mil (ENSURE that the Solicitation Number of "W912P6-13-R-0018" & Project Title is included in the subject line of your email). Note that any electronic files (EMAIL) CANNOT EXCEED this Agency's size limit of 20MB (includes email and its attachments); files exceeding this size will be denied access to Ms. Newell's and Ms Blair's email inbox. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received by midnight (CDT) on 22 August 2013, a contract may be issued to the University of IL Champaign, IL without further notice.
