Description
Sources Sought Info PWS for AFSOC Military Freefall Training RFP FA0021-13-R-0007, AFSOC Military Freefall Training This is a Request for Proposal (RFP) under Solicitation Number FA0021-13-R-0007 (reference previous sources sought number: FA0021-13-R-0001) for Headquarters Air Force Special Operations Command (HQ AFSOC) at Hurlburt Field, FL. This contract is planned for a base period of nine (9) months and 3 one year Option periods, with each having a twelve (12) month period of performance. The proposed contract action is for commercial items prepared in accordance with Subpart 12 and is for services which the Government intends to solicit as Lowest Price Technically Acceptable (LPTA) under authority of FAR 15.101-2. Background: In preparation for operations that Special Tactics (ST) Commanders support, the requirement for a one-stop training and sustainment package allowing ST Squadrons the ability to train and sustain a full spectrum Military Free Fall (MFF) capability. This is intended to sustain High Altitude Low Opening (HALO) and High Altitude High Opening (HAHO) proficiency. From this point forward when referring to MFF or HALO/HAHO the terms will be interchangeable unless specified. The Government requires a course to include aircraft support and a wind tunnel at a minimum 14' in diameter. HALO/HAHO training requires canopy control instructors and vertical wind tunnel coaching instructors. A projected training schedule will be provided at the time of award. Services are required for a base period of nine (9) months and three (3) one year option periods commencing 01 September 2013 with the first class to start on 15 September 2013. The period of instruction/training shall not exceed fourteen (14) days. There will be one class scheduled each month (for ten (10) ST operators) for twelve months during each period of performance in the option years and for 9 months in the base year of the contract. The initial period will consist of canopy control training with daylight jumps conducted during this period. The final period of training will be for limited visibility/HAHO operations. The program is intended to sustain Military Free Fall proficiency and integration with Special Operations Units. ST squadrons are brought to a level in which they have the ability to meet the required proficiency prior to deployment and to safely integrate into Special Forces Pre-Mission Training (PMT). In summary, this program provides the required sustainment training for all ST personnel in order to stay within the minimum required parachute proficiency in preparation for ongoing operations/contingencies and deployment operations. The Government will conduct any source selection in accordance with Air Force Federal Acquisition Regulation Supplement (AFFARS) 5315.
