Description
The Department of the Treasury, Bureau of the Public Debt (BPD), on behalf of the Special Inspector General for Trouble Assets Relief Programs (SIGTARP), intends to make award on a sole source basis to Colonial Parking located at 1801 L Street NW, Washington, DC. Therefore the following criteria must be met regarding the parking of GOV's: 1. Spaces shall be located at 1801 L Street, NW, Washington, DC 2. 39 non-reserved and 5 reserved, non-tandem spaces 3. 24/7 access to the parking facility 4. Guaranteed monthly parking and availability of a space for each GOV 5. A parking facility that only offers "self" parking to its customers in order to prevent any possiblity of forfeiting GOV keys and law enforcement contents to parking attendants 6. Direct access (elevator/stairs) from the parking garage to SIGTARP offices at 1801 L Street NW. 7. Minimum clearance height 6'6" Period of Performance: Base Year: September 1, 2013 through August 31, 2014 Option Year 1: September 1, 2014 through August 31, 2015 Option Year 2: September 1, 2015 through August 31, 2016 Option Year 3: September 1, 2016 through August 31, 2017 Option Year 4: September 1, 2017 through August 31, 2018 BPD will consider written responses received no later than 2:00p.m. ET on Tuesday, August 14, 2013. Responses must include sufficient evidence that clearly shows the vendor is capable of providing the requested parking. If no written response is received that clearly demonstrates an ability to meet all requirements, is more advantageous to the Government, and is received by the aforementioned deadline, BPD shall make award on a sole source basis to Colonial Parking. NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted. Qualified contractors must provide the following: 1. The name and location of your company, contact information, and identify your business size (Large Business, Small Business, Disadvantaged Business, 8(a), Service Disabled Veteran Owned Small Business, HubZone, etc.) based on NAICS Code 812930, size standard $35.5m. Please ensure contact information includes the name of the point of contact, email address, and telephone number should the Government have questions regarding individual responses. 2. Whether the requested parking spaces are available through a Government contract vehicle or Open Market. 3. A brief capabilities statement (not to exceed 5 pages) that includes a description of your company's standard line of business, as well as a list of customers your company currently provides these products/services for. 4. Contractors should provide their DUNS, if applicable. The following file extensions are not allowable and application materials/data submitted with these extensions cannot be considered:.bat,.cmd,.com,.exe,.pif,.rar,.scr,.vbs,.hta,.cpl, and.zip files. Microsoft Office compatible documents are acceptable. No other information regarding this Special Notice will be provided at this time. This notice does not restrict the Government to an ultimate acquisition approach. All firms responding to this notice are advised that their response is not a request that will be considered for contract award. All interested parties will be required to respond to any resultant solicitation separately from their response to this notice.
