- This Presolicitation Notice is to announce that the U.D. Department of the Interior (DOI), U.S. Geological Survey (USGS) is proposing to negotiate a contract with Agilent Technologies, on a sole-source basis, for the purchase of MassHunter Workstation software. The USGS has concluded that this software is unique and only available from Agilent Technologies. The reasons justifying this lack of competition are based on the following description of specific qualifications the Government requires of the software to meet its minimum need: a)Software that is 100% compatible in acquiring and processing analytical data for the existing Agilent 5890 gas chromatographs (GC), Agilent 6890 GC, Agilent 5973/5975 gas chromatograph/mass spectrometers (GC/MS), Agilent 1100 high-performance liquid chromatographs (HPLC), the new Agilent 6410 GC/MS/MS, Agilent 6460 LC/MS/MS, and Agilent 7000 GC/MS/MS systems at the NWQL. b)Control of Agilent instrumentation is only available through their product, MassHunter. c)In-house tools (such as 200+ compound custom libraries) have facilitated data analysis, and LIMS integration has already been developed around MassHunters Quantitative Analysis program. d)MassHunter provides both acquisition and data-analysis for Agilent gas chromatographs (GC), gas chromatograph/mass spectrometers (GC/MS), GC/MS/MS, high-performance liquid chromatographs (HPLC), LC/MS, LC/MS/MS, and Time-of-Flight (TOF) systems in one complete package. e)The software is 100% compatible with older Agilent 5973/5975 GC/MS and Agilent LC/MS systems and is Windows 7 compliant which is needed to be incompliance with current DOI computer regulations. The NWQL is a production laboratory and the software needs to be 100% compatible with existing instrumentation to avoid compromising sample holding times. Many of the samples that the NWQL receives include time sensitive and irreplaceable samples. f)Mass hunter is the only vendor that can control the new Agilent 6410 GC/MS/MS, Agilent 6460 LC/MS/MS, and Agilent 7000 GC/MS/MS systems of which the NWQL has five current instruments. These instruments are being used in new pesticide and pharmaceutical trace level environmental analysis which include national programs such as the National Water Quality Assessment Act (NAWQA) and the Toxics Hydrology Program. These national programs are monitoring trace level contaminate trends and require consistent performance. In order to be responsive to this Notice, a firm must provide the appropriate capability statement for consideration by (will change before posting15 days after posting).
