Description
Provide professional Architectural Open Ended A/E Multi-Discipline Design Services necessary for various projects at the James A. Lovell Federal Healthcare Center, North Chicago, Illinois. PRIMARILY Architectural and Engineering in scope and may have related Mechanical/Electrical/Plumbing and Fire Protection Engineering. Scope of work may include the field verification of existing conditions, preparation of schematic designs, space plans, construction documents, specifications, cost estimates, review of shop drawings & sample submittals, site visits and preparation of punch lists etc. for final acceptance, and construction period services. The A/E shall also involve the consulting services of certified industrial hygienist services for the identification of and planned removal processes of any asbestos and/or possible mold issues which may be encountered in the individual Task Orders which will be issued. VA intends to award an Open Ended A/E IDIQ for a period of one (1) year with one (1) additional option period of one (1) year. Task orders not to exceed $500,000.00 may be negotiated/awarded as needed against the IDIQ contract. Total fees paid under the resultant contract shall not exceed $2,000,000.00 for all two years. The Government is uncertain as to the number of delivery orders that will be placed against the contract during the term of the contract. Award of individual work orders is contingent upon project funding. This requirement is set aside for Service Disabled Veteran Owned Small Business firms. The firm shall be listed in System for Award Management (SAM) under NAICS code 541330 and also be CVE verified prior to submitting a SF 330 in accordance with VAAR 819.703(b). The awarded firm is expected to meet the requirements in FAR 52.219-14 entitled "Limitations on Subcontracting" (NOV 2011) and VAAR 852.219-10 entitled "VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside" (DEC 2009). Compliance will be monitored throughout contract performance. The A/E firm must be able to perform 50% of the cost of contract performance, which shall be performed by the employees of the firm. This request for SF330 is 100% set-aside for Service Disabled Veteran Owned Small Business Firms. The Architect Engineering firm must be located within a 600 mile radius of James A. Lovell Federal Healthcare Center, North Chicago, Illinois. The 600 mile radius will be determined using the following website: http://www.freemaptools.com/raius-around-point.htm. Selection criteria will be based on: (1) specialized experience and technical competence of the firm (including a joint venture or association) with the type of design required, (2) specific experience and qualifications of personnel proposed for assignment to the project, (3) Maintaining project schedules and project budgets; (4) Knowledge in design and construction requirements; (5) Cost control effectiveness; and (6) Location and Facilities of Working Offices. A/E firms, which meet the requirements listed in this announcement, are invited to submit two (2) copies of the completed Standard Form (SF) 330, one (1) hard copy and (1) electronic (email or CD) no later than COB September 6, 2013.
