- The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC) intends to enter into a 24 month contract on the basis of full and open competition for the develop of a comprehensive program, inclusive of multiple services, to include: Project Management, Relationship Workshop, Career Transition Lab, Employee Development Services, Peer Mentoring Program, Military Transition Course Support, Transition Course Textbook Chapters Development and Academic Staff Education Video Development. These services will improve veterans' transitions from the military, through post-secondary education, and into gainful employment. As a part of the developmental process, the program will be temporarily implemented for a short-term pilot period that will not exceed 12 months. The pilot phase will allow the contractor to evaluate program effectiveness and make subsequent revisions based on stakeholder feedback. Once such changes are completed, the resulting program will serve as the model for possible larger dissemination to other post-secondary educational institutions. The TAC intends to award a 24 month, firm-fixed price contract. A formal source selection will be utilized and contract award will be based on the best (i.e., best value) proposal. The North American Industrial Classification (NAICS) for this effort is 611710 with a corresponding small business size standard of $14M average annual revenue. The VA intends to issue a solicitation on or about August 12, 2013. The estimated date of award for this action is September 30, 2013. This notice of intent is not a request for competitive proposals.
