Description
The Experimental Transplantation of Immunology Branch (ETIB), Center for Cancer Research (CCR), National Cancer Institute (NCI) plans to procure on a sole source basis with BD Biosciences the upgrade of an existing ETIB owned BD Biosciences FACSAria I Fluidics system from a dual-loop pressure fluidic system, to a single-loop BD Biosciences FACSAria II Fluidics system which is much simpler with fewer components making it less prone to breakdown and maintenance issues. The products herein are being procured in accordance with the simplified acquisition procedures as authorized by FAR Part 13.106-1(b)(2). The North American Industry Classification System code is 334516 and the small business standard is 500 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The NCI Experimental Transplantation and Immunology Branch (ETIB) Flow Cytometry Core Facility provides flow and image cytometry services to investigators in multiple NCI Branch's. The core facility is required to maintain an up-to-date array of cell analysis and separation instrumentation for its investigators who are continuing to fulfill the mission on reducing the burden of cancer through exploration, discover and translation. The core facility currently possesses a 2003 BD Biosciences FACSAria I Fluidics system. When the Building 37 Flow Cytometry Core Facility experienced a temporary staff shortage in late 2012 and early 2013, this instrument was tasked with taking on part of their sorting load, allowing several Building 37 NCI staff to continue their sorting-dependent projects without interruption. As of February 2013, this instrument began to carry part of the Building 37 Flow Core sorting load. Due to the additional work the fluidics system has become more failure-prone which is unacceptable given the dependence that NCI now has on the instrument. The purpose of this acquisition is to upgrade the NCI-ETIB current BD Biosciences FACSAria I Fluidics system from a dual-loop pressure fluidic system, which is prone to breakdown and frequent maintenance, to a single-loop BD Biosciences FACSAria II Fluidics system which is much simpler with fewer components making it less prone to breakdown and maintenance issues. This BD Biosciences proprietary equipment upgrade must meet the following salient characteristics: The upgrade shall be performed by an Original Equipment Manufacturer (OEM) service engineers trained by BD Biosciences, the manufacturer of the equipment; use OEM BD Biosciences components; meet BD Biosciences specification for performance following the upgrade; be able to remain under a BD Biosciences service contract once the work is performed; and changes made in the upgrade must be warranted for one year following the upgrade. BD Biosciences is uniquely qualified to upgrade the existing Government owned BD Biosciences FACSAria I to a FACSAria II Fluidics system. Since this upgrade is a dramatic modification of the original instrument, the original manufacturer (BD Biosciences) is the only company qualified to perform this upgrade. The upgrade requires the use of OEM components available only through the original manufacturer, and must be performed by a service engineer with OEM training. In addition, only upgraded instruments modified by BD Biosciences will be covered under service agreements provided by the manufacturer. Since this instrument is housed in a NCI core facility and receives heavy and critical usage, it must be maintained under service contract. This is not a solicitation for competitive quotations. However, if any interested party, particularly small businesses, believe they can meet the above requirement, they may submit an electronic statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. The capability statement must be received in the NCI contracting office on or before 3:00 PM EDT on August 20, 2013. All questions must be in writing and shall be emailed to Deborah Moore, Contract Specialist at Deborah.Moore@nih.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the System for Award Management (SAM) www.sam.gov. No collect calls will be accepted.
