Description
Please see attached Statement of Work for additional information. The 22 CS at McConnell AFB KS is in need of new lockable manhole covers in order to prevent security risks and meet DoD standards. The requirement is to purchase and install lockable maintenance hole covers/locks to provide security and prevent sabotage of underground communications infrastructure; lockable maintenance covers must not cause modification to the manhole cover or the manhole itself. Instead the locking mechanism must sit inside the manhole -- a noninvasive bolt-on/retrofit solution. The 275 maintenance holes consist of 20 inch holes to 36 inch holes, with the majority being 30 inch holes. For more information please see attached Statement of Work. 1. 22d Contracting Squadron (22CONS) is requesting information from industry as part of market research to determine what qualified installation contractors exist. 2. THIS IS A SOURCES SOUGHT ONLY. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bid, a solicitation, or an indication the US Air Force (AF) or 22 CONS will contract for the items contained in the sources sought. 22 CONS will not pay respondents for information provided in response to this sources sought. 3. This proposed contract is being considered as a set-aside under a small business set-aside program. The North American Industry Classification Systems (NAICS) Code proposed for this requirement is 237310. The size standard for NAICS 237310 is $33.5 million annual revenue. The government is interested in all small businesses including 8(a), Historically Underutilized Business Zone (HUBZone), or Service Disabled Veteran Owned Small Businesses (SDVOSB) that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e., annual revenues and employee size), business status (i.e., 8(a), HUBZone, or SDVOSB). Also, identify any teaming arrangements and whether your company will perform all the installation and services required, and if not, what percentage will be outsourced. Include any specialized work and warranty issues. If unable to provide all hardware, software, materials, and/or services, what teaming arrangements might you employ? Specify whether your teaming partners typically are large or small businesses. The government will use this information in determining its small business set-aside decision. In addition, request Contractor to provide a list of any other NAICS they feel are applicable. Contractor shall specify your business size status for each NAICS in your response. Provide enrollment status in the Central Contractors Registration System. If you are enrolled, what is the expiration date? 4. Provide formal responses to the tasks listed below. Address your capabilities to accomplish the below tasks and provide highlights of successful past experience on similar contracts within the past 3 years. a. Describe your capability to work in areas of a Metropolitan area (i.e. city streets, near airport runways, and open fields). b.. Describe your capability and experience at installing lockable maintenance covers. Lockable maintenance covers must be uniquely keyed, flush mounted. See Statement of Work for further details. c. What is the anticipated length of your installation period? 5. Interested contractors should address potential organizational conflicts of interests, reference FAR 9.505-1 and if applicable submit mitigation plans with capability statements. The mitigation plan is not part of the capability statement. 6. Please include as part of your response a Point of Contact's: Name, Phone Number, Fax Number, E-mail address, and Mailing address. 7. Request you provide responses electronically. All responses must be written, no more than three single-spaced pages, using 12-point, Times New Roman font, and minimum of one-inch margins, in Microsoft Word format. Responses that only provide a company website will not be considered. Responses to this sources sought are requested by 4:00 PM, CDT, on 10 May 11. All responses shall be unclassified and reviewed to ensure consideration.
