Description
The USDA, ARS, Western Regional Research Center, Albany, California has a requirement for an electric pilot-scale hybrid pasteurization unit capable of both high-temperature/short-time (HTST) and ultra-high temperature (UHT) pasteurization of pumpable food products. The unit must be capable of processing fluid and high-viscosity acid products such as juice, juice with pulp, fruit concentrates, purees, concentrates, and fruit pulp; and capable of processing for milk, milk drinks, and nutritional beverages. The pasteurization system must simulate industrial processes ranging from continuous cooking to UHT processes used for extended shelf life, and aseptic processing using single or multiple stage heating. The processing system must be equipped with a variable speed, positive displacement pump to enable the operator to adjust the product flow rate to reach proper hold times or to meet specific time/temperature profiles. The operating flow rates for product must range from 800 mLs/minute up to 3,000 mLs/minute. The electric pre-heater and the final heater must each have their own hot water generators and control loops. The unit must be equipped with extended hold tubes that can be used individually for 30 seconds, or combined for 60, 90, and 120 seconds at one liter per minute where the intermediate hold times can be reached by adjusting the flow rate on the variable speed product pump. The processor must include a product cooler. The processor must have a valve system that will maintain product pressure above its vapor pressure to prevent the product from flashing or boiling in the process lines. The valve system must also be designed to handle viscous and pulpy or seeded products. The processor must be flexible for all process operations (i.e., product pump, heaters, hold tubes and coolers) that are connected via a common jumper or swing panel. The processor must have, at least, 5 product thermocouples and 6 utility thermocouples and 2 product pressure sensors (one located at the beginning of the process and one at the end of the process). The processor's cabinet enclosure must be on wheels to allow easy movement into place and easily moved into storage if necessary. The processing unit must have a homogenizer access package for future expansion of an inline homogenizer to be used with the pasteurization system. Additionally, processor's jumper or swing panel must provide access for placing external processes, such as a homogenizer or defoamer/deaerator anywhere in-line. The processing system must include site assembly/start-up/commissioning, user manuals, warranties and site training. Identify shipping/freight costs, and any other required fees. This solicitation incorporates the following commercial FAR clauses by reference 52.212-1, 52.212-2, 52.212-3, 52.212-4, and 52.212-5. The following applicable FAR clauses are incorporated by reference: 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33, 52.232-36 (FAR clauses may be obtained at www.acquisition.gov).
