- THIS IS A NOTICE OF INTENT ONLY - The Health Resources and Services Administration (HRSA) intends to negotiate, on a sole source basis, under authority of FAR 6.302-1, with the Center for Health Research Northwest, Kaiser Permanente Northwest, 3800 N. Interstate Avenue, Portland, OR 97227 for (1) aggregating data to create a clinical data set in the safety net by linking data from different heath centers; (2) broadening access to the Community Health Applied Research Network (CHARN) data and research network; and (3) supporting the governance structure, creating a reliable and sustainable data source. A Justification & Approval (J&A) is on file and will be posted 14 days after contract award. Sole source determination is based on the need for continued effort and collaboration between HRSA and the Center for Health Research Northwest for the CHARN data and research network. The Center for Health Research has significantly advanced the Office of Planning, Analysis and Evaluation (OPAE) capability in developing and managing research quality clinical data registry, expanding the data registry, coordinating a network of health centers, and building and maintaining a communication platform. Its partnering research nodes have demonstrated significantly advanced capabilities and capacity in participating in a data and research network, receiving, submitting and standardizing clinical data within a centralized data registry, and participating in collaborative research. The North American Industry Classification System (NAICS) code for this acquisition is 518210, and the size standard is $25M. Interested persons may identify their interest by responding to the requirement within fifteen (15) days after the date of publication of this notice. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
