Description
U.S. Environmental Protection Agency, Headquarters Procurement Operations Division, Program Contract Service Center, 1200 Pennsylvania Ave NW, Washington, DC 20460 The U.S. Environmental Protection Agency (EPA) will issue a Request for Proposals (SOL-DC-13-00010) on or around August 23, 2013. This solicitation will be looking for contractors that can support the Office of General Counsel (OGC), Alternative Dispute Resolution Law Office (ADRLO), Conflict Prevention and Resolution Center (CPRC). The North American Industry Classification System (NAICS) code for this procurement is 541620 The objective of this contract is to obtain contractor support to implement EPA?s Alternative Dispute Resolution (ADR) Policy (65 FR 81858), December 2000, which was established under the Administrative Dispute Resolution Act of 1996 and to implement EPA?s Public Involvement Policy (65 FR 82335). Under EPA?s ADR Policy, the Agency encourages the use of ADR techniques to prevent and resolve disputes with internal and external parties in many contexts, including adjudications, rulemaking, policy development, administrative and civil judicial enforcement actions, permit issuance, protests of contract awards, administration of contracts and grants, stakeholder involvement, negotiations, and litigation. In addition, the policy encourages the use of ADR techniques to prevent and resolve internal disputes such as workplace grievances and equal opportunity employment complaints, and to improve labor-management partnerships. EPA?s Public Involvement Policy encourages Agency manag ement and staff to provide for meaningful public involvement in EPA decision-making and offers guidance and direction on how to accomplish this mission. This contract will provide: ?The identification, oversight and evaluation of mediators, facilitators, public involvement professionals and other neutral third party professionals through management of a nationwide roster. ?The services of mediators, facilitators, public involvement professionals and other neutral third party professionals for environmental collaboration and dispute resolution cases and for internal workplace organizational development and dispute resolution activities. Tasks will involve conflict/situation assessment, process design and consultation, facilitation/mediation of processes, case results analysis, summaries and evaluation. ?Training, design, and presentation in public involvement, negotiation, conflict prevention and conflict resolution in environmental cases. ?Logistical, communications and technical scientific support to neutrals providing services under the contract. This requirement is currently performed as a fixed rate for services, indefinite delivery/indefinite quantity contract under Contract No. EP-W-09-011. The Government expects to conduct the procurement as a full-and-open competitive negotiated acquisition and award a fixed rate for services, indefinite delivery/indefinite quantity contract under a single award scenario. The resultant contract is anticipated to have a total period of performance of 60 months. Solicitation SOL-DC-13-00010 will be electronically issued on or about August 23, 2013. The solicitation will be open for 45 days.
