- This is a SOLE-SOURCE procurement. In the follow-on project which is the subject of this FedBizOpps SOLE-SOURCE Special Notice, Johnson Controls Security Systems (JCSS) will, under a sole-source contract, upgrade the existing Physical Access Control System (PACS) used by the U. S. Department of Transportation's (DOT's) Southeast Federal Center (SEFC). Such a PACS upgrade is needed in order to satisfy requirements established under the Federal Information Security Act of 2002 (FISMA). DOT's current PACS, installed by JCSS, includes software that is over 5 years old and is at its End of Life (EOL), as the software is no longer supported by the manufacturer. And the operating system supported by the existing PACS version is near its EOL and will no longer be supported by the manufacturer after April 8, 2014. DOT's current PACS, installed by JCSS, is a proprietary custom solution specifically designed and closely tailored to address the unique security requirements for the SEFC. JCSS has unique knowledge of the PACS design, integration, customization and operation that no other entity has. Further, JCSS has access to proprietary information (security system design, drawings, plans and programming) that is indispensable to the accomplishment of the PACS-upgrading needed by DOT. The PACS integrates with Intrusion Detection System (IDS), Emergency Call Box System (ECB), Closed Circuit TV (CCTV), Duress and HSPD-12 compliant Card Management System (CMS) using custom software written and/or supported by JCSS. The needed upgrading of PACS for DOT by JCSS will use all existing PACS integration and field hardware and accordingly will ensure, at a probability level of 100%, that all of the features of the upgraded PACS will specifically and fully satisfy DOT's special needs and FISMA's requirements. And because of the FISMA mandate, any upgrade-success-probability less than 100% would be unacceptable to DOT. Based on the facts recited above, and based on market research performed by the Office of Security in DOT's Office of the Secretary, JCSS is the only organization capable of providing the PACS upgrade needed by DOT, at the high level of quality indispensable to the Department. Nevertheless, any organization which believes that it can provide the needed PACS upgrade, at the high level of quality indispensable to DOT, may, not later than 11:59 PM Eastern Daylight Time August 18 th, 2013, e-mail, to james.mowery@dot.gov and to Hank.Clyatt@dot.gov, a Statement of Qualifications attempting to prove the submitter's capabilities.
