Description
This is a SOURCES SOUGHT ANNOUNCEMENT, a Market Survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a determination will be made whether or not to continue with the procurement under a separate solicitation announcement utilizing Federal Business Opportunities (FedBizOps). The U.S. Department of the Interior (DOI), Bureau of Reclamation (Reclamation), Acquisition Operations Branch (AOB) is issuing this Sources Sought Announcement (SSA) in support of Reclamation's Research and Development Office (R&D). The R&D Office is planning to conduct a Water and Power Solutions Technology Challenge in Fiscal Year (FY) 2014 as included in the FY 2014 Reclamation Budget Request (http://www.usbr.gov/budget/2014/BOR%20FY14%20Budget%20Justifications.pdf#page=19 ). These competitions are authorized under Sec. 105 of the America Competes Reauthorization Act of 2010 (ACRA 2010) (http://www.gpo.gov/fdsys/pkg/PLAW-111publ358/pdf/PLAW-111publ358.pdf#page=8 ). The R&D Office is examining the potential need for support services of one or more contractors that have successfully developed, implemented, and managed prize and challenge competitions. The contractor(s) may be responsible for providing the following: * general consulting and advising, * partnership and collaboration development, * development of prize and challenge competitions, including policy, design, criteria development, and planning, * ideation (idea brainstorming, collection and scoping) phase facilitation, * marketing and advertising support, * implementation and coordination of prize and challenge competitions, * event facilitation, * and support of event judging. Based on the results of this SSA, Reclamation will explore whether a single solicitation or multiple solicitations will be issued, if any, and if multiple solicitations are issued, how the above support services will be allocated. PERIOD OF PERFORMANCE: If it is determined that this is a viable action, the period of performance will be a one year base period with option periods with anticipated start date in the first or second quarter of FY 2014. NAICS CODE: The applicable NAICS Code is: 541613Marketing Consulting Services 541910Marketing Research and Public Opinion Polling CAPABILITY STATEMENT: Respondents must provide, as part of their response, information concerning: 1) company experience and management capabilities; 2) services offered; 3) at least one example of your company's involvement in a successful prize or challenge competition; and 4) references information for number 3, such as name, phone, number, email address, contract number. SUBMISSION REQUIREMENTS: Responses to this SSA must include the following: 1. a cover letter on Contractor letterhead including the Contractor name, point of contact; address, phone number, fax number, DUNS number, and CAGE code; 2. GSA or other applicable schedule number; 3. marketing materials not to exceed 5 pages; 4. detailed capability statement that allows the Government to determine the firm's qualifications and ability to perform the aspects of the announcement not to exceed 5 pages in single-space and using a 12-point font size minimum; and 5. include a copy of the firm's current System for Award Management (SAM) registration (formerly Central Contractor Registration (CCR)). In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Response is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Complete information must be submitted. Since this is a sources sought announcement, the Government will not contact the concern for clarification of information. This market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. The Government will not provide a "debrief" on the results of this survey and no evaluation letters will be issued to participants. All information submitted will be held in a confidential manner and will only be used for the purpose intended. SUBMISSION INSTRUCTIONS: Responses must be received by 10:00 a.m. Mountain Time, September 7, 2013. All responses are to be submitted electronically (via email) to the Point of Contact identified below in MS Word or Adobe Portable Document Format (PDF).
