Description
Architectural Storage Enclosure Structural Specification Vent Fire Escape Tower Electrical South Structural Vent Specification Top Electrical Pit Floor Roof Structure Electrical Specifications Storage Enclosure-Structural Assembly Base Electrical Fire Escape Tower Structural Statement of Work This is a sources sought announcement in accordance with FAR 15.201 and in anticipation of a potential future procurement for a build to print effort. Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in providing a moveable Railcar Complex that can be relocated as the need arises. The new complex will consist of: 1) Two railcar enclosures with motor operated roof hatches to permit crane operations through the open roof 2) One staging enclosure joining the two railcar enclosures 3) Two fire escape towers for emergency exit from railcar enclosures 4) A Moveable Railcar Enclosure Pit Floor The new railcar enclosures will require installation and testing of electrical wiring and components, in addition to fabrication, installation, and leak testing of ventilation ducting. The two railcar enclosures will also require installation of crane rails for overhead cranes (the acquisition of cranes is not a part of this procurement). The railcar structures and staging enclosure are subject to stringent seismic design, fabrication, and erection requirements. Personnel performing fabrication and erection of primary structural framing will require American Institute of Steel Construction (AISC) and American Welding Society (AWS) certifications. This potential procurement would also include structural erection of the Railcar Complex, installation of architectural finishes, set-up, testing and removable connections of the Railcar Complex to Structural anchorage base plates / foundation at destination, Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS and IMF) in Bremerton, WA. It is expected that the work would require complete construction, fabrication, erection, and installation of the entire Railcar Complex and complete demobilization of the work site at Puget Sound Naval Shipyard within 9 months of contract award. NAVSEA is also interested in receiving a Rough Order of Magnitude (ROM) from those responding to this notice, which should include a cost and time estimate for the start of fabrication after award of contract along with project duration. The Government has provided the following information as attachments to this sources sought announcement: 1) The draft solicitation statement of work with detailed design requirements of the structures to be fabricated and attached Engineering Drawings covering the Railcar Complex, Fire Escape, Pit Floor, and Railcar Complex Roof. The Railcar Complex is to be fabricated and constructed in accordance with the attached engineered design drawings attached to the draft statement of work. Where the drawings do not specify make and model of components, the awardee of the contract shall list proposed make and model of those components, subject to approval by the Government prior to start of construction. Information provided by the Government to the Government by respondents to this notice will be treated as Business Sensitive or confidential to the responder, and shall be subject to the process for exemption from public release under the Freedom of Information Act. No entitlement to payment of direct or indirect costs or will arise as a result of contractor submission of responses to this notice or the Government's use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Information provided in response to this sources sought announcement will not be considered an Offer by the responding contractor and cannot be accepted by the Government to form a binding contract. The purpose of this sources sought announcement is to gather information from the market place. Telephone inquiries will not be accepted or acknowledged. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Interested companies should submit, on company letterhead, a notice of interest including the name, telephone number, mailing address, and e-mail address of one point of contact to Commander, Naval Sea Systems Command, Attn: Mr. Forest Tucker - SEA 024; CDR Jonathan Gray - SEA 024; Mr. Grier Galloway - SEA024. The notice of interest should include a brief description of your company and its capabilities as they relate to the requirements set forth on this announcement along with a ROM. Responses to this sources sought notice are due no later than 22 August 2013.
