Description
The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC), intends to enter into a contract for a Traumatic Brain Injury (TBI) Clinical Decision Support (CDS) capability that will aid rehabilitation and care providers in delivering the most appropriate treatments for Veterans by assessing treatment strategies and rapidly incorporating new clinical guidelines. The desired capability shall standardize data collected from rehabilitation and TBI treatments, allowing rapidly evolving clinical guidelines to be shared between clinicians at VA Polytrauma Rehabilitation Centers (PRCs) and with partners at Department of Defense (DoD), and provide treatment recommendations based on patient progress. The TBI CDS is to be implemented at 26 VA PRCs. This acquisition will be conducted as a small business set-aside. The North American Industrial Classification (NAICS) for this effort is 541512 with a corresponding small business size standard of $25.5M average annual revenue. The resultant 12-month contract will be firm fixed price for implementation and installation at five PRCs and will include one 12-month option for installation at the remaining 21 PRCs. A formal source selection process will be utilized and contract award will be based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government. The VA intends to release a Request for Proposal on or about August 15, 2013. The estimated date of award for this action is September 30, 2013. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a capability statement in response to this notification which shall be considered by the agency.
