- Performance Work Statement The Bureau of Alcohol, Tobacco, Firearms & Explosives (ATF) is conducting preliminary market research to determine the interest, capabilities and qualifications of Small Businesses to provide Acquisition and Management of all commercial landline phone and cellular/wireless carrier services for the Government from the service providers. Results of this inquiry will be used by ATF to help determine the Acquisition Strategy for this procurement with respect to a set-aside under one of the small business programs. This is not a Request for Quotation. Responses to this Request of Information (RFI) are not considered offers and cannot be accepted by the Government to form a binding contract. As a result, the Government is not responsible for any costs incurred by respondents to this RFI. Respondents should not submit any proprietary information. Interested, qualified and capable firms are requested to review the attached DRAFT Performance Work Statement (PWS) and submit a capability statement which addresses, at a minimum, the questions presented within this announcement to Sheray.Millhouse@ATF.gov no later than 5:00 p.m. Eastern Standard Time on August 28, 2013. Please submit response in Microsoft Word or PDF format. Information should not exceed four (4) one-sided 8 ½ x 11 pages, with 1-inch margins, and no smaller than 12-point font. Should any vendor exceed the four (4) page limit, only the first four (4) pages will be evaluated. Additionally, there is to be no cover page, table of contents, appendix or extensive email(s); if submitted, each page will count towards total page limit. Item #1. Company name, address, telephone number, Data Universal Numbering System (DUNS) number, and a point of contact with email address. Item #2. A List of the Small Business Administration (SBA) Program(s) under which the company is certified (e.g., HubZone, Service-Disabled Veteran-Owned Small Businesses, etc.). Indicate business size status for the North American Industry Classification System (NAICS) Code identified in this Notice. Item #3. If applicable, a listing of General Services Administration (GSA), Federal Supply Schedule contract(s). Item #4. A summary of the company's relevant past experience with the same or similar services as those required in the attached DRAFT PWS during the past three (3) years, including any on-going contracts. Include contracting activities/agencies, contract numbers, contract value, contract period of performance, whether your company served as a prime contractor or subcontractor, and a point of contact (name, email address and telephone number) at the activity who can verify the information provided. Item #5. Capability Statement - Please describe how your company would fulfill the requirements of the PWS, including information-technology standards and your company's ability to provide support to multiple operations in multiple locations throughout the country occurring simultaneously.
