- The U.S. EPA intends to negotiate on a sole source basis, under the authority of the FAR 6.302-1 with Southwest Research Institute (SwRI) to provide the U.S. Environmental Protection Agency (EPA), Office of Transportation and Air Quality (OTAQ), Testing and Advanced Technology Division (TATD) with continued support for the integration, development, and support of electronic engine controls, such as, the Rapid Prototyping and Electronic Control Systems (RPECS IV) developed under a current work assignment for an additional 2,600 level of effort labor hours to be utilized for a six (6) month extension of the current contract which expires September 14, 2013. The additional level of effort will support the integration efforts through March 14, 2014. The contractor shall provide services for specialized technical assistance relative to electronic engine and vehicle power-train controllers. The assistance provided under this task shall include the integration of advanced electronic controllers into EPA engine and vehicle applications. The contractor must have the capability to address control issues that may arise during the course of the integration of an electronic controller into an existing state-of-the-art production engine or vehicle. Several engine electronic control systems have been acquired by EPA for use at the National Vehicle and Fuel Emissions Laboratory (NVFEL) as electronic engine and power-train controllers. The contractor shall assist with the improvement and development of electronic engine and power-train controllers already underway on engine applications. The contractor shall develop and upgrade flexible and non-flexible related electronic engine/vehicle application control systems. This development shall include the integration of advanced fuel, air, exhaust gas recirculation, and other systems and components into EPA engine applications, with flexible electronic controllers. These new and improved systems shall be acquired, designed, fabricated, and upgraded to complement, assist, or replace the capabilities and features of several of the earlier RPECS electronic control unit applications. Further refinements and enhancements of electronic controller hardware and software may be necessary to ensure that the emissions and fuel economy profiles transition properly, when engine controller applications change from engine dynamometer test cell to a vehicle application. EPA believes that SwRI, with its experience working the current contract, is uniquely qualified for this short term additional effort and the only responsible source because it possesses the resources, personnel, technical expertise, proprietary knowledge of RPECS controller hardware and software, and familiarity with the ongoing tasks of controller integration required under this project. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm that believes it is capable of meeting this EPA requirement must submit technical documentation to establish its assertion. This documentation must be submitted to the POC within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
