Description
The Naval Air Systems Command (NAVAIR) Counter Narcotics Illicit Trafficking Project Office is seeking proposals for the Light Observation Aircraft for Yemen program. The program consists of the procurement and shipment of twelve (12) Light Observation Aircraft to Yemen for use by the Yemeni Air Force (YAF) equipped with EO/IR sensor. This requirement also provides for the integration of Government Furnished cockpit C2 stations and data downlinks/ground station(s). The contractor shall also provide pilot, sensor operator, and maintainer training and associated training materials all in Arabic. NAVAIR will include options for a Field Service Representative in-country for the first year after prospective contract award. The contractor shall also purchase spare parts to support the aircraft. The Yemeni Air Force shall take possession of the aircraft, upon completion of the necessary certification processes. Deliveries of all aircraft, plus the spare parts and training classes will be within a 24 month period of performance. The resultant contract contemplated by the Government will be Firm, Fixed-price and Cost Plus Fixed-fee. Prospective contractor shall be able to obtain a secret clearance. The Government intends to procure the above items under full and open competition via Low Price Technically Acceptable source selection. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. Interested firms may identify their interest and capability to respond to this requirement in writing within 15 days after the date of publication of this synopsis.
