- Description
- The Bureau of Reclamation intends to negotiate on a sole source basis for a time and materials purchase order for a base year and optional line items with Systech Water Resources Inc. for technical support for Lower San Joaquin River Meeting Water Quality Objectives. Systech Water Resources Inc. is the only company that has adapted the WARMF model for the Lower San Joaquin River, which is now considered a proprietary system, and has the capability to develop the LSJR River Forecast Model application using WARMF. This requirement is to perform the follow: 1) Development of the River Forecast Watershed Area Resource Management Framework (WARMF) Model Tool to make user friendly, and do simulations and forecasts for assimilative capacity; 2) Development or improvement of the WARMF wetland and agriculture modeling tools for predicting discharge timing to the Lower San Joaquin River for the RTMP; 3) Development in the data management system, communication plan, stakeholder coordination and visualization tools; 4) Collaboration with stakeholders on operation of a RTMP as defined in the communications plan; 5) Define operational scenarios that would be tested with WARMF modeling to demonstrate RTMP; and 6) Identify potential affected resources. Competition is restricted to only one source per FAR 13.501(a). This procurement will be award using FAR Part 12 Commercial Item procedures. Firms believing they can provide the services must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received by August 20, 2013 at 10:00 a.m. PST will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to the Government point of contact below, and shall include the firm's Dun and Bradstreet number and Tax Identification Number. Firms shall identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541330 which is $14 million dollars.
