- DLA Distribution Hill, Utah has a new requirement for a Contractor to provide all materials, supervision, tools, installation, labor, training, and materials to install and make operational a die cutting clamshell press machine. The contractor shall provide all transportation and rigging services to off-load, move, position and set up one die cutting clamshell press machine at DLA Distribution Oklahoma City, Oklahoma. This acquisition is 100% set-aside for Small Business Concerns. The North American Industry Classification System (NAICS) code for this requirement is 333243 and the small business side standard is 500 employees. This acquisition will be conducted in accordance with FAR Subpart 15 Contracting by Negotiation in conjunction with FAR Part 12 Acquisition of Commercial Items. It is anticipated that the Request for Proposal SP3300-13-R-0019 will be posted to this site between August 15 and August 22, 2013. Amendments to the Request for Proposal will also be posted to this site. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments that may be issued under the solicitation. There will be no advance notification of amendment issuance. NOTE: All offerors MUST be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ or an award cannot be processed. The Government intends to award a contract resulting from this solicitation to the responsible offeror(s) using lowest priced technically acceptable source selection procedures in accordance with FAR 15.101-2, as supplemented. Award will be made to the technically acceptable offeror with the lowest evaluated cost or price, who is deemed responsible in accordance with the FAR, and whose proposal conforms to the solicitation requirements. The Government intends to award without discussions, therefore, each initial offer should contain the offeror's best terms from a price and technical standpoint. The Contracting Officer may utilize on-line reverse auctioning as a pricing technique to establish the final offered prices from each offeror if determined to be in the best interest of the Government during discussions. It is a process that allows offerors to bid against each other in a real-time, on-line electronic event. Offerors are encouraged to visit the commercial reverse auction service provider's website at https://dla.procurexinc.com. Failure to submit all the information requested by the solicitation may result in the proposal being eliminated from consideration for award.
