Description
THIS SOURCES SOUGHT NOTICE IS FOR INFORMATION AND PLANNING PURPOSES ONLY. THIS ANNOUNCEMENT CLOSES 28 JUNE 2013, EXTENDED FROM 25 JUNE. The extension noted above applies to responses to this Sources Sought Notice and responses to the Small Business Request for Qualifications and Market Research Questionnaire attached to this notice. ***MODIFIED - 8 Aug 2013*** After receiving industry input from all sources the Government has determine this acquisition should be procured as a total small business set-aside under the auspices of the Federal Acquisition Regulation (FAR) Part 19.5. After receiving industry input from all sources on the applicability of North American Industry Classification System (NAICS) code for this requirement it has been determined to be 517919 with a size standard of $30.0M. Interested parties must be registered in the System for Award Management (www.sam.gov) under NAICS code 517919: All Other Telecommunications. ***END MODIFICATION*** Air Combat Command, Acquisition Management and Integration Center (ACC AMIC), Langley AFB VA, is in the process of determining the acquisition strategy to obtain non-personal services necessary to provide program management, operations and maintenance, and mission support for the Mobile Air Surveillance System (MASS) program. The mission of MASS is to provide air surveillance in support of United States and Allied Nations counter drug efforts throughout the United States Southern Command (USSOUTHCOM) area of responsibility and to support air sovereignty, search and rescue, and regional cooperation missions. The MASS incorporates Ground Based Radar Systems (GBR) and various other United States Government and Partner Nation assets to include : 1) TPS-70(V)5 radars at San Andres, Riohacha, San Jose del Guaviare, Marandua, and Tres Esquinas, Colombia; 2) Satellite Earth Based Terminals located at Bogota, Colombia, at the Joint Inter-Agency Task Force - South (JIATF-S) in Key West, FL, and a JIATF-S emergency cut-over terminal located at the Davis-Monthan AFB Combined Air Operations Center (CAOC) in Tucson, AZ.; and 3) HF Tactical Digital Information Link (TADIL) sites at Cerro Azul, Costa Rica, and co-located with the TPS-70 radar site at Tres Esquinas, Colombia. There is a potential to incorporate additional sites at a later date, or to eliminate some locations based on changing requirements within the counterdrug mission. Additionally, the contractor shall provide all management, personnel, equipment, tools, materials, supervision, and other items and support necessary to perform services as defined in the attached draft Performance Work Statement (PWS) as updated 14 June 2013. The anticipated contract start date is 01 Oct 2014. The anticipated period of performance is five (5) years - base year plus four (4) option years. ACC AMIC is conducting market research in an attempt to promote full and open competition to the maximum extent practicable, and to define our requirements in performance based terms. A determination regarding the set aside status for this effort has not been made. This is not a formal Request for Proposal (RFP) and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. Potential offerors may comment on this requirement, or recommend application and tailoring of requirement documents or alternative approaches, by contacting the AMIC representatives listed below. All interested parties are encouraged to submit a response to the question in the market research questionnaire (attachment 2). Interested small business concerns should also submit a capabilities package (please limit to no more than 7 pages total) outlining their key business abilities relevant to the performance of this requirement and addressing the questions found in the small business request for qualifications (attachment 3) to this notice. All companies are encouraged to respond and submit the requested information to this office by 5:00 p.m. Eastern Standard Time (EST) on 28 June 2013.
