- INTRODUCTION: THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Procurement: 1. Deltavision Upgrade Level 1, Product Number: 29049487, Quantity: One (1). 2. CMOS Upgrade, Product Number: 53-853130-000, Quantity: One (1). BACKGROUND: The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people's health and save lives. The National Human Genome Research Institute (NHGRI), Cytogenetics and Microscopy Core provides NHGRI investigators with imaging services, access and assistant with fluorescence live cell microscopy. To continue to perform these studies, NHGRI requires a state-of-the-art cMOS camera and significantly improved workstation and software for the DeltaVision Personal system that is being used for live cell experiments. Therefore, NHGRI is requesting a cMOS camera upgrade and computer/workstation and software upgrade with General Electric healthcare (GE) formally Applied Precision Inc., which is the sole manufacturer of the Delta Vision Personal system. The cMOS and computer upgrade is critical and essential for the Delta Vision Personal System to maintain optional performance. Without an upgrade research studies would be interrupted and that would be detriment to the Government. The upgrade incudes a new CentOC5 platform that the government has and will install security features on the system to protect the researcher's data and the integrity of the system. DELIVERY: Delivery will be made upon award. JUSTIFICATION: The DeltaVision microscope system is a very sophisticated piece of equipment that enables investigators to make observations that cannot be made by conventional fluorescence microscopy. It is very important to maximize the use of this expensive piece of equipment as the number of investigators who use it has increased steadily. In addition to the increase in users, the microscope is being used for more sophisticated types of experiments. Most of these sophisticated experiments involve the use of a fast acquisition, high resolution, highly sensitive and low background producing camera to capture extremely small regions of interest within a researcher's experimental needs. Along with the camera comes a computer upgrade with drivers to control the new camera and newly written software. The upgrade includes CentOS5 allowing NIH IT resources to put this system back on the network for easier data downloads NIH security and image processing and compatibility which is critical. REGULATORY AUTHORITY: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION: Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-69 (August 1, 2013). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by August 15, 2013 and must reference synopsis number HHS-NIH- NHLBI-CSB-(HG)-2013-241-DLM, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
