Issued By: National Cancer Institute (NCI), Office of Acquisitions (OA) http://www.nci.nih.gov or http://rcb.cancer.gov/rcb-internet/ Key Dates: Capability Statement Due Date: August 14, 2013 by 4:00PM EST This Small Business Sources Sought Notice (SBSS) is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought Notice is to identify qualified small business concerns including 8(a), HUBZone or Service-Disabled Veteran-owned business concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses received nor otherwise pay for the preparation of any information submitted. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This requirement is assigned North American Industry Classification System (NAICS) code 325413 with a size standard of 500 employees is being considered. As a result of this Sources Sought Notice, the NCI may issue a Request for Quotation (RFQ) through FedBizOpps. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought Notice or the NCI's use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The National Cancer Institute (NCI), Division of Cancer Epidemiology & Genetics (DCEG), Nutritional Epidemiology Branch (NEB) conducts intramural research in areas related to nutrition, metabolism and cancer which are aimed at lowering human cancer risk. Focus areas of the NEB's research include cancers of the lower gastrointestinal tract. An earlier analyses of 16S analysis found that elevated colorectal cancer risk with higher relative abundance of Fusobacteria and lower relative abundances of Clostridia and Actinobacteria. The reagent kits required will be used to sequence fecal microbiots so that metagenomic analyses can be conducted to validate and deepen sequence so that we can identify bacteria at the level of species. For this research, the NEB is collaborating with the European Molecular Biology Laboratory (EMBL) located in Germany. The EMBL will perform the sequencing and conduct analyses on the colorectal cancer samples provided by the NEB. The EMBL has a Material Transfer Agreement (MTA) with the NEB and has clearance from the National Institute of Health's Office of Human Subjects Research to perform the required research. The EMBL has sequenced fecal samples and bacterial genes of colorectal patients from Europe using Illumina brand reagents kits. Using the same method, the EMBL will sequence samples from the NEB's study of colorectal cancer. In order to conduct a pooling analysis, the NEB will combine the data with the EMBL's colorectal cancer analyses to increase the sample size for the colorectal cancer case-control study. Large numbers of cases and controls are needed for these types of analyses. Results from different laboratories cannot be pooled, due to the difference in results of the analytical artifacts. If the same sequencing method and reagent kits are not used, then the NEB cannot combine the results of the two studies for analysis. The purpose of this contract is to procure Illumina brand reagent kits required by the EMBL in order to support the NEB's research of Fecal Metagenome & Colorectal Cancer risk. Contractor Requirements: •Five (5) Illumina TruSeq SR Cluster Kits v3 -cBot - HS (GD-401-3001) •Five (5) Illumina TruSeq SBS Kits v3 - HS (200-cycles) (FC-401-3001) Delivery: •Within one (1) month from the date of award. •Deliver to the EMBL, Meyerhofstr.1, 60912 Heidelberg, Germany How to Submit a Response: 1.Page Limitations: Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed 10 single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the requirements of the notice described above. All proprietary information should be marked as such. Responses should include a minimum of a two pages demonstrating experience over the past two years meeting the requirements of this notice. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferable placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 2.Due Date: Capability statements are due no later than 4:00 a.m. EST on August 14, 2013. 3.Delivery Point: All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the unique specifications described herein. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
